Study On The Emergency Management Process Of Public Health Emergencies

Public health emergency is an important part of emergency,and the handling of public health emergency is an effective activity to maintain and realize social public interest,and it is also the key to optimize the emergency management system and capacity building in China.In the disposal and response of public health emergencies,it is important to optimize the disposal process of public health emergencies.The unsmooth disposal process will lead to a series of problems such as lagging disposal and public opinion panic,which will not only affect the interests of individual citizens,but also have a huge impact on the stability of the country and society.Therefore,the government should optimize all aspects of the handling process of public health emergencies,improve the ability of monitoring and early warning,early treatment and evaluation,information reporting,decision-making command,accountability and information disclosure,and better build a service-oriented and responsible government.This is not only of great practical significance,but also an integral part of the modernization of China’s governance system and capacity.At present,there are still a series of problems in the practice of handling public health emergencies in China.This paper from the perspective of the optimization of the emergency management process of public health emergencies,based on the emergency management theory and responsible government theory,combined with the reality of our country,the public health emergency disposal process is divided into six process and stage,to optimize the management process of vaccine events in public health emergencies in China,and puts forward suggestions for aiming at the shortcomings of the process links.The writing ideas of this paper are as follows:In the first part of the introduction,the status of the disposal process of public health emergencies is expounded,and the background and significance of the research are introduced.In the second part,the concept of public health emergencies and the process,the principle of process optimization,and the analysis framework of the process for public health emergencies is put forward.The third part is the case analysis.This paper selects two cases of public health emergencies,namely Shandong Vaccine Incident and Changsheng Vaccine Incident,and conducts analysis at the process level.The fourth part analyzes the problems in the process of handling public health emergencies and the problems in each process link.The fifth part is the reason analysis and combing according to the problem.The sixth part mainly puts forward suggestions for the combing of the problems and causes.
