Research On The Reform Of Property Right System Of Public Hospitals

Objectives:Under the background of deepening the reform of public hospitals and establishing a modern hospital management system,this paper discusses the evaluation standard,reform path and how to realize a sound operation after the reform of public hospitals,so as to provide decision-making reference for the promotion of the reform.Methods:Taking four reformed hospitals in Huai’an City of Jiangsu Province as an example,this paper studies and summarizes the actual results of the reform of the property right system of public hospitals,and discusses the experience mode,internal and external constraints,and development prospects of the reform of public hospitals.Specific research methods include:Literature review:Systematic collection of domestic and foreign relevant literature materials,access to relevant professional monographs,journals and policy information,collection of theoretical research and practical progress of public hospital property rights reform,systematic induction of public hospital reform related policies and practices;Study the relevant policy documents and regulations of property right reform of public hospitals in Huai’an City,sort out and classify the property right reform of public hospitals in Huai’an City,design the evaluation index framework of property right reform of public hospitals in Huai’an City,and form research tools such as organization questionnaire,employee questionnaire and qualitative interview outline.Site investigation method : Huaiyin hospital,Xuyi county hospital of traditional Chinese medicine,Huai’an eye hospital and huaidong community health service center were selected as the sample hospitals to investigate the basic operation of hospital services,financial revenue and expenditure,human resources,and 10% of the medical staff were surveyed by questionnaire,covering different departments,categories,titles,etc.284 valid questionnaires were collected.Qualitative interview:Through the next door interviews,symposiums and other forms,to understand the immediate impact and feelings of different stakeholders on the implementation of hospital restructuring policies,and their views on the process,experience,problems and prospects of hospital restructuring.Expert consultation:Relevant experts,government officials and practical workers are invited to hold symposiums to solicit opinions on subject design,research methods,basic views,preliminary conclusions,etc.and to improve the research results.Results:(1)The evaluation standard of property right system reform of public hospitals;(2)The effect of the property right system reform of the reformed sample hospital;(3)The successful conditions of restructuring;(4)Difficulties and challenges in the reform;(5)Further discussion and policy suggestions on property right system reform of public hospitals.
