The Research On Approaches To Integrate Three Basic Medical In Surances In Huai’an

With the rapid development of China’s medical and health services,the reform of the medical and health care system has been further advanced.Building a sound resident medical insurance system is a major measure to realize everyone’s rights and interests in basic medical insurance,promote social equity and justice,and an important path to realize the socialist society of all-round well-off and rural revitalization.Constructing and improving the medical insurance system for urban and rural residents is the only way to improve the medical insurance system for urban and rural residents in China.This article takes the basic medical insurance system of Huai’an as the research object,and analyzes and elaborates the basic implementation of the basic medical insurance system for urban employees in Huai’an and the medical insurance for urban and rural residents on the basis of related concepts and theories.The integration of resident medical insurance and the new rural cooperative medical system has achieved good results in terms of payment standards,basic information collation,insurance participation methods,publicity and guidance,or handling and management.Through analysis,it is found that Huai’an basic medical insurance "three guarantees in one" has implementation difficulties in terms of the insured population,financing entities and standards,treatment levels,and medical insurance fund management models.The problem was analyzed,and the analysis concluded that the "three guarantees in one" had problems such as medical moral hazard,system differences and waste of funds.Through combing the practice and experience of the medical insurance integration of domestic and foreign residents in the UK,Singapore,Chengdu,Zhanjiang,Dongguan,etc.,relevant enlightenments are drawn,which can provide a reference for the integration path of the "three insurances in one" of Huai’an basic medical insurance.Put forward the integration steps and supporting measures of the "three guarantees in one" of Huai’an basic medical insurance,and believe that the integration of the "three guarantees in one" of Huai’an basic medical insurance requires a "four-step" strategy-establishing a unified resident medical insurance system and overall planning Outpatient system,improve overall planning level and integrate basic medical insurance for employees and basic medical insurance for urban and rural residents.
