Research On The Policy Termination Of Medicine Markups Based On The Multi-stream Framework

A policy is formulated to solve a social problem,but it will not be done once and for all because the policy is time-effective.When a policy loses its existing value and is retained,it may play a negative role and it must be actively terminated.The study of policy termination is essentially a process of policy termination,and it examines how a single policy is terminated after it loses its rationality.The purpose is to discover the general rules and procedures of policy termination.This is also the significance of the study of policy termination from figuration to abstraction is the general law of cognizing things,refining and summarizing the internal and external factors in the end of the policy,and found that these objective analysis factors are very consistent with the content in the multi-stream framework.After analyzing its rationality and applicability through argumentation,it uses the multistream analysis framework to elaborate the policy termination process.The drug markup policy started in 1954,ended in 2017,and lasted 63 years.From the original intention of compensating for medical institution funding,to gradually alienate and deviate from the public interest,and then to withdraw from the historical stage if it does not meet the medical needs of the masses.We can’t help asking,what changes have been made to the drug markup policy? What factors affect the end of this policy? And how to do scientific analysis?Based on the Multi-stream theory framework,this paper studies the process of the end of the drug markups policy,and attempts to answer the above questions based on reality.Through puritanical empirical and literature research,this paper summarizes the influencing factors of the end of the policy,explores the source of the multi-stream theory,looks for the traces of the change of the drug markups policy,obtains the data of medical income and expenditure in recent years as support,and dissects the end of the drug markups policy.The data ensures authority and standardization,and the argument strives for rigorous and reasonable.Eventually,a policy termination analysis framework based on the multi-stream theory was formed.This framework was used to analyze the end process of China’s drug markups policy,and based on the analysis results,the author’s own views were targeted to provide a certain reference for the end of similar policies.
