In the context of advocating the concept of "Healthy China",China proposes to build a medical consortium(medical consortium)model to promote the sharing of the entire medical resources and improve the medical security system.With the gradual establishment of the grid layout of the medical association,in order to further evaluate its construction effectiveness,the Health Commission requires the establishment of a corresponding performance evaluation system.Therefore,how to specify and standardize the performance evaluation system has become a key issue.This article takes HQ County Medical Group as the research object,analyzes the current status and problems of the current performance evaluation system,and redesigns the corresponding performance evaluation system based on this,and provides a practical and feasible plan for improving the performance evaluation of the medical consortium.This article first summarizes the literature of domestic and foreign scholars,analyzes the relevant research on the performance appraisal of the medical group under the medical consortium model from the theoretical level,and combs and elaborates the relevant concepts and theories.Then,focusing on the actual situation of HQ County Medical Group,we made an in-depth discussion on its performance evaluation system.Through field investigation and combined with the comprehensive performance evaluation requirements of the current medical consortium,we found out that the current medical group’s performance evaluation system has imperfect indicators and systems.On this basis,the strategic environment of the medical group is analyzed and the strategic goals are determined.The balanced scorecard theory is used to analyze the financial dimension,patient dimension,internal process dimension,learning and growth dimension,and social responsibility dimension.After analyzing and summarizing appropriate indicators from various aspects,the analytic hierarchy process was used to obtain the weighting tendency of indicators,and finally the performance evaluation system suitable for HQ County Medical Group was redesigned.Then,the actual data of HQ County Medical Group in 2020 is substituted into the performance evaluation system,and the application analysis of the evaluation system is carried out through the scoring results.Finally,in order to better apply the reconstructed performance evaluation system to HQ County Medical Group,guarantee measures are given for its subsequent implementation.This paper studies the performance evaluation status of HQ County Medical Group and constructs a new performance evaluation system,hoping to provide reference experience and reference value for other county-level medical groups.
