Research On The Implementation Effect Of "Healthy China 2030 Plan" Based On Grey Comprehensive Evaluation Method

Health is an inevitable requirement to promote the all-round development of people,a basic condition for economic and social development,an important symbol of national prosperity,and the common pursuit of the broad masses of people.Many countries have implemented national health strategic plans to improve their national health.The "Healthy China 2030 Plan"(hereinafter referred to as the"Plan")is an action plan to promote the construction of a healthy China.The"Plan" points out that it is necessary to establish a sound monitoring and evaluation mechanism,and conduct annual monitoring and evaluation of the implementation progress and effects,and timely make necessary adjustments to the target tasks.The evaluation work is an important guarantee for the effective implementation of the "Plan".At present,there is no mature method and complete system for evaluating the implementation effect of the "Plan" in our country,and there are a few macro-level researches on health policy evaluation.According to scientific theory,using feasible methods to collect specific information on the directions guided by the"Plan" analyzing and interpreting them,would be able to fully understand the annual implementation effects of the "Plan",the overall implementation effects of the plan and other information,and the research results can be used as an adjustment plan for the future.Refer to the implementation direction and work focus to improve the efficiency of the plan implementation.This research includes four parts:the implementation and evaluation experience of international health planning,the construction of the "Plan" implementation effect monitoring indicator system,the "Plan" implementation effect evaluation indicator system construction,and the "Plan" implementation effect gray comprehensive evaluation of four parts.International health planning implementation and evaluation experience research mainly includes WHO health system performance evaluation work,UNAIDS evaluation work,as well as health planning and evaluation experience in the United States,Japan,and the European Union.The construction of the "Plan" implementation effect monitoring indicator system is carried out by clarifying the connotation of different fields,construction principles,analysis and selection criteria,selection criteria,and steps to benchmark the international health plan.In accordance with the principles of representativeness and accessibility,an indicator system for evaluating the implementation effect of the"Plan" shall be established on the basis of the monitoring indicator system.The grey comprehensive evaluation research on the implementation effect of the "Plan" is based on the construction of the implementation effect evaluation index system of the "Plan",collecting indicator data and standardizing the processing,calculating the weight of each indicator based on the entropy weight method,and analyzing the data in 5 years.And use the gray correlation degree to identify the indicator that is closest to the development trend of the average life expectancy index,and obtain the comprehensive effect of the 20152019" Plan" and the gray correlation degree score of each dimension.The results of the study show that the implementation effect of the "Plan" between 2015 and 2019 has been increasing year by year,and the score increment has been increasing year by year.The overall upward trend is obvious.Many dimensions have reached the highest score increment in 2019.The implementation process of the "Planning Outline" made a good start.The reason for the analysis is that the State Council issued documents to promote the specific construction of Healthy China,including the issuance of the "Opinions of the State Council on Implementing the Healthy China Action",the establishment of the Healthy China Action Promotion Committee,and the introduction of the "Healthy China Action Organization Implementation and Assessment Plan." As a result,detailed implementation of the relevant arrangements in the "Plan" clarification of the responsibilities of all parties,and promotion of the implementation of related work,thereby speeding up the implementation of the"Plan" effectively improving the quality of life of the people,and effectively improving the assessment The indicator level in the indicator system.In the future of the construction of healthy China,it is recommended that more indicators be included in the monitoring and using in the evaluation process to carry out a more detailed analysis.
