| Permanent basic agricultural land is the nature of cultivated land,and its territorial location and proper use are the basis for assuring regional food security and consistent regional development.The current process of delineating permanent basic farmland is relatively mature,but how to improve the layout of existing permanent basic agricultural land while meeting the requirements of territorial spatial planning is still in the exploratory stage.Therefore,this paper assesses and evaluates the layout of the permanent basic farmland of the 10 th Division as an example,and proposed corresponding countermeasures.(1)Taking the permanent basic farmland of the 10 th Division as an example,this paper firstly describes and analyses its current situation;secondly,using the ecological protection red line of the 10 th Division as a limiting factor and combining the influencing factors of location conditions,quality and spatial pattern of arable land,It uses an entropy method and a comprehensive assessment model,with the help of GIS spatial analysis,to evaluate the spatial layout of permanent basic agricultural land in the 10 th Division.The results show that the spatial layout index of permanent basic farmland in the 10 th Division ranges from 51.20 to 99.40,with an average value of 81.36.The layout index is high,with an effective overall spatial layout of "dense east and sparse west",with a local distribution of "dense in the middle and sparse around".According to the idea of transferring out,the core area of permanent basic farmland is in the range of 20 to 25 per hectare.(2)According to the idea of transferring out,According to the transfer out idea of layout optimization in this paper,the overlay and analysis of the permanent basic farmland,the present situation of arable land and the eco-protection red line of the 10 th Division was carried out,and the non-arable land in the permanent basic farmland of the 10 th Division that did not meet the current situation,the permanent basic farmland within the ecological red line and the part with a lower spatial layout index were all transferred out,with a total area of 8538.88 hectares,which were distributed in all regiments.(3)According to the idea of transferring in,with the objective of optimizing the layout of permanent basic farmland in the Tenth Division,in conjunction with the relevant requirements for land spatial planning related evaluation,proposed the evaluation of production suitability and ecological importance of stable arable land in the Tenth Division,principal component analysis and the TOPSIS model are applied to evaluate the suitability of arable land for productive cultivation,and the CRITIC weighting method and the sum-of-rank ratio(RSR)method are applied to evaluate the ecological importance of arable land.,using the matrix combination method,the optimized transfer area of 8616.29 hectares was selected from the stable arable land to complete the optimized layout of permanent basic farmland in the 10 th Division.(4)The permanent basic farmland before and after optimized was compared to test the feasibility of the optimization ideas in this study.Comparison shows that the optimized permanent basic farmland area has increased by 77.41 hectares,the quality of cultivated land has improved by 0.97,the degree of contiguity has increased significantly,the compactness of plots has increased by 0.49,the average area of plots has increased by 0.25 hectares,the degree of fragmentation of plots has decreased and the distribution of plots has become more balanced,which shows that the optimized idea of this paper is feasible. |
