National Park is one of the most important types of Nature Reserves in China.The establishment of national park system is an important measure to accelerate the construction of ecological civilization and the reform of ecological civilization system in China.Giant panda is a rare and endangered wild animal in China and a flag species for biodiversity protection in the world.The pilot of the Giant Panda National Park system is the concrete implementation of the modernization of the national governance system and governance capacity in the field of ecological civilization,it is of great significance to the protection of natural ecosystem.This paper explores the problems in the management system pilot through the research on the five key aspects of the management system reform pilot in Sichuan area of Giant Panda National Park,namely management unit system,fund guarantee mechanism,natural resource asset management system,supervision and management mechanism,legislation and law enforcement.Combined with the holistic governance theory and stakeholder theory,this paper analyzes the causes of the problems in the pilot management system of Giant Panda National Park,and then puts forward countermeasures and suggestions,so as to provide enlightenment for promoting the improvement of national park system and the improvement of ecological governance ability.Through the research on the management system reform pilot,it is found that there are still some problems in the pilot system of the Sichuan area of the Giant Panda National Park,such as the operation of management institutions is not smooth,the cooperation between management institutions and local governments is not smooth,the contradiction between ecological protection and economic development and people’s livelihood guarantee is prominent,and the degree of social participation is not high.According to the holistic governance theory,this paper makes a comprehensive cause analysis on the problems in the pilot management system of Giant Panda National Park from the three dimensions of vertical inter level institutional arrangement,horizontal inter organizational cooperation and coordination and participation between public and private sectors,as well as the application of information governance means in holistic governance.It is found that the main reasons are as follows: First,the institutional arrangement between the vertical management levels is imperfect,including the lack of operability of the pilot scheme,the imperfect organizational structure,the imperfect fund guarantee mechanism and the imperfect talent management system;Second,there is a lack of cooperation motivation among horizontal organizations,mainly because the level of social and economic development limits the affordability of implementation costs,and it is difficult to coordinate the horizontal and vertical relationship and task priorities among governmental organizations;Third,the adjustment of the interest relationship between the public and private sectors is not in place,which is reflected in the failure to form an effective social co governance mechanism,the insufficient guarantee for the participation of social organizations in governance,and the low acceptance of the policy by the residents of the community where the National Park is located;Fourth,the means of information governance are backward,which is reflected in the fact that the electronic office system can not meet the actual office needs,and the lack of a digital governance platform for cross departmental and cross institutional interconnection and interaction.Combined with the cause analysis from the perspective of holistic governance theory,this paper focuses on four aspects: improving the system design and organizational setting of Giant Panda National Park,strengthening the coordination and communication between horizontal departments,promoting collaborative governance between the public and private sectors and broad participation,strengthen the application of information technology and enable digital ecological services.Put forward targeted countermeasures and suggestions for the pilot management system of Giant Panda National Park,in order to provide reference for the improvement of relevant policies of Giant Panda National Park system,and then clear the obstacles in the follow-up construction of nature reserve system with national park as the main body and the promotion of ecological civilization system reform.
