Study On The Value Evaluation Of New Cultivated Land In Land Consolidation And Rehabilitation

Since ancient times,food security has always been the focal point.Cultivated land occupies a vital position among all kind of land uses.The quantity and quality of cultivated land is an important prerequisite for ensuring human production and life.Meanwhile,it is the material basis of survival and development of mankind.As the speed of urbanization accelerates,it will inevitably cause a large amount of high-quality arable land around the city to be occupied.As the population of our country continues to grow and the amount of arable land decreases,the problem of conflicts between people and land has become increasingly prominent,and how to ensure the absolute security of the country’s population and food is of paramount importance.In response to this problem,the country has issued a series of measures,policy documents and laws and regulations to protect arable land.As a measure to protect arable land,land consolidation and rehabilitation plays a very significant role in protecting the red line of 1.8 billion mu of arable land and the balance of arable land occupation and compensation.The research on the value of new cultivated land in land consolidation and rehabilitation is mainly carried out from two aspects: the evaluation of cultivated land quality and the determination of price.The “factor method” was used to evaluate the quality of cultivated land,and the quality grades of 22 new cultivated lands were calculated respectively;the price of new cultivated land was determined mainly through the combination of the “income reduction method” and the “C-D production function model”,and finally arrived at a land price with reference value.Through the analysis and discussion of the increase in the number of new cultivated land,the increase in quality,the increase in income and the increase in price,a series of impacts of this land improvement on the local area of Miaogou Town are summarized.This paper evaluates the value of the new cultivated land in Miaogou Town,Wuqi County,and finds that the land consolidation and rehabilitation has a great impact on the local economic,social and ecological benefits of Miaogou Town.Through this land consolidation and rehabilitation,the amount of cultivated land in Miaogou Town has increased by 38.4687hectares;the quality of the new cultivated land in the country has reached a unified level of 13 to meet the requirements of the balance of cultivated land in Shaanxi Province;The total agricultural income of Miaogou Town has increased by 870557.62 RMB and the total value of cultivated land resources has increased by 13.2918151 million RMB through land consolidation and rehabilitation.Therefore,through land consolidation and rehabilitation,local agricultural development and farmers’ income have been promoted,and the sustainable development of the local planting environment has been ensured.To a certain extent,local farmers’ understanding of land consolidation and rehabilitation has been deepened,and the land consolidation and rehabilitation work has been more smooth and convenient.
