Study Of Problems And Countermeasures In Emergency Management Of Forest Fire Prevention And Control In L City

It is necessary to advocate the scientific concept of development and protect forest resources.Emergency management departments need to attach great importance to the development of forest fire prevention and control work,avoid forest fire as much as possible,effectively protect the safety of forest resources,and create a good environment for economic and social development.However,under the background of the reform of the ministry system,there are still many problems in the work of forest fire prevention and control in the local government emergency management agencies,which hinder the development of the emergency management of forest fire prevention and control in the new era.Therefore,this paper takes the grass-roots forest fire prevention and emergency management as the research object,and explores a new perspective to improve the grass-roots forest fire prevention and emergency management ability.Based on the research results of the existing working group,this paper first analyzes the current situation and existing problems of forest fire prevention and emergency management in L City.In order to more comprehensively and effectively analyze and summarize the problems and difficulties existing in the emergency management of forest fire prevention and control in L City,this paper adopts the form of questionnaire survey to investigate the main functions,organizational structure and operation mechanism of the emergency management of forest fire prevention and control in L City;at the same time,it also makes a survey on the management personnel and front-line commanders of forest fire prevention and control in L City Interview,so as to further understand the status and difficulties of forest fire prevention and emergency management in L City.In this paper,literature research,questionnaire survey and in-depth interviews are combined to obtain first-hand information through going deep into the grass-roots front line,fully combining theory with practice,so as to accurately analyze the problems and put forward solutions.Through the study,it is found that since its establishment,l City Emergency Management Bureau has made remarkable achievements in forest fire prevention,but the problems and difficulties in the work can not be ignored.For example,the unclear division of fire prevention and control responsibilities among departments hinders the improvement of emergency response efficiency,the imperfect forest fire prevention and control policy system has laid a hidden danger for the follow-up management,the inadequate construction of forest fire prevention and rescue team and the lack of emergency plans make the current large emergency management system of L City unable to play a positive effect of "1 + 1 > 2".Therefore,in the end,aiming at the existing problems,the paper puts forward countermeasures and suggestions to optimize the emergency management of forest fire prevention and extinguishing in L City from the aspects of organization setting and post responsibility division,fire prevention and extinguishing policy and emergency plans improvement,and team construction,relying on scientific and technological forces,so as to make contributions to improve the emergency disposal ability of forest fire in L City.
