Construction And Application Of Evaluation Index System For Sustainable Development Of Urban Social Forestry

In the 19 report,Comrade Xi Jinping made it clear that the development should not only create more material and spiritual wealth to meet the growing needs of the people,but also provide more high-quality ecological products to meet the needs of the masses for the beautiful ecological environment.The forestry undertakes the important strategic task,its sustainable development has the extremely important significance to the ecological civilization construction.Based on the theory of sustainable development,this paper aims to construct an index system for evaluating sustainable development capacity of urban social forestry with strong operability.First of all,on the basis of previous research,this paper analyzes the related concepts and characteristics of urban forestry and social forestry,and then puts forward the concept of urban social forestry.Secondly,the paper establishes a framework for the sustainable development of urban social forestry based on logical model,and based on the principle of index system construction,designs a set of evaluation index system comprising 3 dimensions and 25 indexes.This index system breaks the former emphasis on the research of forestry resources,environment,economy and society,and then constructs the index system from three dimensions of inputs,outputs and effects of forestry.Then,according to the evaluation Index System reference country or industry standard,the index reference standard is determined.Finally,combining with the index reference standard,using the Extenics method,the paper evaluates the forestry sustainable development ability of URUMQI Jamaric and explores the practicability of the evaluation Index system in order to popularize it.Through the evaluation of the sustainable development ability of yamalike Mountain Forestry,the paper concludes that the sustainable developmental capacity of Yamalike Mountain forestry is in a weak and sustainable stage,and the sustainable development ability of each sub dimension is significant.The concrete manifestation is: the input dimension is in the stage of non sustainable development,the output dimension is in the stage of strong sustainable development,the effect dimension is in the stage of weak sustainable development.In the dimension of input,the lack of professional and technical personnel and insufficient investment of government funds are the important obstacles to the sustainable development of the management personnel,the high educational level,the reasonable structure of professional titles and the small per capita management area are the important factors to promote sustainable development.In the output dimension,it is an important impediment factor for the sustainable development of tree species structure and age grade structure,and the high water resources,forest health and coverage are the important promoting factors of sustainable development.In the effect dimension,low carbon sequestration capacity,forestry output value and non forestry output value are the important hindering factors of sustainable development.The number of employment and the high support of the people are the important factors to promote the sustainable development.
