In the process of urban modernization,fire safety incidents are difficult to prevent and control,easily influenced by human factors,complicated triggering factors,and strong linkage between disaster-bearing bodies,which is an important disaster problem to be solved in urban emergency management.In the context of the "double cycle",China’s cities are gradually developing in the direction of sustainability and high quality,and the focus of layout is extended from individual cities to city clusters and metropolitan areas.However,there are differences between different regions in terms of infrastructure perfection,natural geographic endowment,and industrial and economic advantages,so fire emergency management should be predictable and targeted,and laid out in a regional pattern.At present,the research on fire emergency management is divided into two major directions: first,forest fires and volcanic eruptions,which are mainly caused by natural causes,and the key to research is dynamic monitoring and evacuation planning;second,urban fires,which are mainly caused by human causes,and the optimization of emergency management can be carried out in various aspects such as fire station planning,public facilities investment and policy guidance.The latter is closely related to the urban development process and occupies an important part in the urban emergency management work.Therefore,under the development trend of metropolitan area,whether the integration of regional fire disaster prevention and control work can be carried out scientifically is not only about the safety of people’s personal property,but also the key to effectively prevent and resolve major safety risks,improve the ability of risk prevention and control and hidden danger management,enhance the level of fine management and safety capability of cities in the region,and help China’s cities achieve regional highquality development.Based on the development trend of urban integration,this paper expands the research perspective from the viewpoint of metropolitan area,lightens the fixedness of administrative division of urban area,takes the area formed by multi-linked cities as the main body,deeply integrates the traditional data,POI points of interest,PANDA night lighting data,remote sensing data and other multi-source data,extracts the factors with regional specificity from many factors affecting urban fire risks,and applies GIS-GANP model is used to assess the fire risk in the Taiyuan metropolitan area,explore the regional fire risk coefficients and spatial distribution characteristics,predict the trend and direction of site planning for fire risk prevention and control through the location-configuration(LA)model,explore the feasibility of integrated emergency management,provide reference for the development planning of emergency management in the region based on the development trend of the metropolitan area,and promote Fire emergency management work matches the direction of regional integration and evolution between cities,reduces the waste of resources due to relocation and reset of fire stations,and further proposes corresponding countermeasures.On this basis,I expand the sample size and scope,consider the applicability perspective,and apply the fsQCA method to conduct an indepth study of the fire risk prevention and control paths in the 10 cultivated metropolitan areas,so as to find ways to prevent and control fire risks in cultivated development areas with similar characteristics,explore the universality of fire risk prevention and control capabilities from the influence mechanism,and provide a scientific basis for the development direction of fire emergency management work.The research results show that(1)based on the development of remote sensing technology,satellite technology and big data technology,the integration of multiple sources of data provides a basis and reference for scientific research in areas where information statistics have yet to be standardized and improved,compensates for the error of a single data source,and improves in timeliness,accuracy and foresight.(2)The case of the region to which Taiyuan metropolitan area belongs provides a supporting role for the feasibility of the fire risk assessment model of the urban linkage region that is being cultivated and developed.The comprehensive assessment of the comprehensive fire risk coefficient in the region where Taiyuan metropolitan area is located is high,and there is a mismatch in the relationship between fire resilience,distribution of disaster-bearing bodies and disaster-causing factors,and the risk level is divided,and the high-risk areas are: the municipal district of Taiyuan,Qingxu County,Yuxian County of Yangquan City,Xiaoyi City of Lv liang City and Jiexiu City of Jinzhong City.(3)The distribution characteristics of the metropolitan area under cultivation and development in the perspective of fire risk research Showing new characteristics different from the development of circles,which can form bands and strips of spread due to geographical factors and natural environment.From the perspective of fire risk,it explores the connectivity between regions,but because it can reflect the development of some cities in terms of indicators,it also has reference significance to the distribution of the form of this metropolitan area,i.e.,due to the lack of core driving role of the central city and the different degrees of inter-city transportation access,limited by geographical factors in the urbanization construction may not make the form of the metropolitan area show a circle distribution.(4)The integration of emergency management based on L-A model can reduce the construction cost of public facilities,significantly reduce the number of required fire stations,break the administrative edge,and jointly build emergency systems and facilities,which can not only efficiently reduce regional fire risks,but also avoid the waste of human and material resources caused by excessive investment in neighboring areas,thus promoting the solution of "urban disease" and the high-quality development of urbanization.(5)Using fsQCA to expand the analysis,we calculated the fire risk prevention and control paths in the cultivated metropolitan area,and the three paths in the results reflect that in this type of area,the improvement of infrastructure completeness is far more capable of improving the fire risk prevention and control in the area than increasing the number of fire stations.
