Research On Improving The Emergency Management Capability Of Small And Medium Airports

The development of economic and social is fast,civil aviation gradually become an important choice for people to travel which make domestic airports increasingly busy.With the rapid growth of passenger and the number ofairports,China’s civil aviation has formed an aviation network that a large airport as a hub and a small and medium-sized airport as a transit station.It makes the operation safety of airportsin a hard situation.The pressure on operationis increasing.One of the outstanding performances is the frequent occurrence of emergencies.It puts higher demands on the emergency management of the airport and the rescue capability of the emergency.And in the national transportation airports,small and medium airports occupy the majority.It shows that improving the emergency management capability of small and medium airports is crucial to ensuring the safety of civil aviation.This article is set against the background of the State Council ’s institutional reform and establishment of the Emergency Management Department and the rapid development of China ’s civil aviation.It is based on the safety of airport and sorting out the current situation,existing problems and causes of emergency management capabilities of small and medium airports.Take the three small and medium-sized airports in Sanming Shaxian Airport,Wuyishan Airport and Longyan Guanzhaishan Airport in Fujian Province as examples.The system analysis method,case analysis method and literature analysis method are used to discuss and study the emergency management capabilities of small and medium-sized airports and combining public crisis management theory,safety management system theory and holistic governance theory.The analysis is starting from the levels of local government,civil aviation industry management agencies and airport management agencies.It is proposed that increase government support and improve emergency basic capabilities,establish a cooperation mechanism to improve the capabilities of the emergencies,improve emergency standards capabilities through civil aviation administration,focus on rich content forms and improve emergency drill capabilities,build an excellent management team and enhance the soft power of emergency culture and so on.It aims to provide reference for the improvement of emergency management capabilities of small and medium airports.
