Research On Quantitative Evaluation Method Of ATC Efficiency

The development of the civil aviation industry can promote the high-quality development of the economy and meet more travel needs of the Chinese people.Therefore,if the limited airspace resources still need to increase the flight flow and air traffic volume on the basis of ensuring safety,it has become the only way for the current development to improve the comprehensive capability and operational efficiency of my country’s air traffic control system.According to the development experience of European and American countries with more developed air transport,one of the most effective methods to improve the comprehensive capability of air traffic control system is to evaluate its operational efficiency scientifically and objectively.Qualitative evaluation is highly subjective and more likely to be empirical.Therefore,the research on quantitative evaluation methods of air traffic control operation efficiency is particularly important.Only by converting qualitative evaluation into quantitative evaluation can we promote the scientific and healthy development of air traffic control.,improve the operational efficiency of air traffic control and better guarantee the rapid and high-quality development of the civil aviation industry.This paper firstly comprehensively analyzes and introduces the control index evaluation system of major foreign international organizations,draws on and refers to the domestic and foreign literatures,reports and other academic achievements on the establishment of the evaluation system for the evaluation of control operation efficiency,integrates and designs the performance indicators for evaluating the operating efficiency of the same type of control rooms in different regions,which can be used to obtain comprehensive evaluation scores through the index evaluation,reflecting the performance of each tower control room,approach control room and area control room.This paper uses the mathematical idea of normalization in the evaluation process,and comprehensively calculates the weight of each index through the subjective and objective weighting method combining the entropy weight method and the Dematel laboratory method,and finally obtains the comprehensive score of the operation efficiency of each control room.Finally,the feasibility of the evaluation method is verified by taking each control room of a regional administration as an example.
