Construction Of Classification And Grading Monitoring System For Traditional Villages From The Perspective Of "Sansheng"

At the end of 2020,China achieved the phased goal of poverty alleviation in the poor villages of China.At the beginning of 2021,the No.1 central document pointed out that we should consolidate the achievements and promote the Rural Revitalization.Rural construction,especially related to the conservation and utilization of traditional villages,will remain a vital component of future national development strategies.However,for the reason that China has a large land area,various and large number of villages,and the shortage of relevant professionals in village protection and management,the phenomenon of "constructive destruction" caused by backward traditional village management is still widespread.Abroad has been around in the 1870 s began trying through proactive maintenance plan and monitoring scheme to research on the protection of cultural relics sites monitoring and planning,and realize the advantages of community participation by degrees,while our country is at the beginning of the 21 st century was first put forward the urban construction of environmental monitoring research work into the system of urban planning and design.The monitoring system research about traditional villages and the villagers’ role in monitoring progress are relatively few.At present,the monitoring and development of traditional villages in China fall behind,and most traditional villages lack dynamic supervision and other problems in the development process.Therefore,it is urgent to carry out research on the classification and classification monitoring system of traditional villages.Production,life and ecology are universal features of village development.The monitoring system based on the perspective of "Sansheng" can describe almost all aspects of the development of traditional villages in a more systematic and comprehensive way.Therefore,based on the view of "Sansheng",through the collection and carding of relevant literature and the investigation and interview of traditional villages around Taihu Lake,this paper summarizes the classification monitoring index library of traditional villages’ living protection and utilization,aiming to build a 3M monitoring system of standard including of monitoring index,monitoring mechanism and monitoring standard.The first chapter focuses on the research background,defines the relevant concepts,combs the literature review,clarifies the purpose and significance of the research,the research object,content,method,and combs the research framework.In the second chapter,the basic principle of monitoring system construction is determined firstly,and then the specific methods or technical routes of monitoring index preliminary screening,monitoring mechanism(monitoring technical methods and means),monitoring standard formulation and monitoring index secondary screening are discussed respectively.The third to fifth chapters are the specific construction process of the monitoring system of traditional villages around Taihu Lake Basin.In the third chapter,based on the field survey and literature research of 15 traditional villages in the Taihu Lake Basin,the "Sansheng " characteristics of the protection priority,development priority and inheritance priority(comprehensive)traditional villages are summarized.In the fourth chapter,based on the construction principle of the traditional village living classification monitoring system,combined with the characteristics of "Sansheng" in the Taihu Lake Basin,the relevant research on the indicators,mechanisms and standards of the monitoring system is carried out step by step.The fifth chapter takes Yanjiaqiao village,Yangjian Town,Wuxi City,Jiangsu Province as an example to verify and optimize the above monitoring system and theoretical methods.The sixth chapter summarizes the main achievements and shortcomings of this paper and puts forward some thoughts and opinions on the future development of traditional village monitoring system.Based on the view of "Sansheng",the research on classification monitoring system has high universality and strong guiding significance for Chinese traditional villages with various types and wide geographical distribution.It also lays a theoretical foundation for the next step to formulate classification monitoring system combined with the actual situation of villages.The monitoring system including monitoring indicators,monitoring mechanism and monitoring standards completely covers the main contents of the promotion of traditional village monitoring work.Classification makes the monitoring system more purposeful and directional,which can improve the action efficiency of traditional village living protection and utilization work to a certain extent,and it provides a reference for the further study of the monitoring system of traditional village living protection and utilization in the future.
