| In recent years,village and town construction has achieved remarkable results,and a large number of village and town projects have been carried out.However,human resources of supervision and management of village and town construction are tight and the complex multi-project environment aggravate the shortage of resources.Moreover,because the supervision and management system of village and town construction is not yet mature,the project supervision and management of village and town construction face great uncertainty.Therefore,it is very important to construct a multi-project scheduling considering resource factor under uncertain environment.In this paper,to study the multi-project scheduling in such a complex environment,the robust project scheduling method is applied,the resource flow allocation algorithm is combined with the critical chain theory,and the particle swarm optimization algorithm is used on the basis of reactive scheduling.The main research contents are as follows:(1)The supervision and management mode of government investment projects of village and town construction is studies and the characteristics of multi-project scheduling under this mode are analyzed.(2)A resource flow allocation algorithm based on critical chain is proposed for village and town construction supervision and management.By analyzing the existing resource allocation algorithm and the parallel scheduling generation scheme in the simulation stage,the resource allocation based on execution process is proposed and the critical chain approach is incorporated,the effectiveness of the RAEP algorithm and the effectiveness of the critical chain approach in resource flow algorithm are proved by simulation experiment under multi-project environment.(3)A reactive scheduling algorithm is proposed for village and town construction supervision and management process.The particle swarm optimization is combined with robust scheduling generation scheme and corresponding priority rules in reactive project scheduling,in view of the situation that the reaction scheduling requires fast computation speed and the particle swarm optimization algorithm is easy to fall into the local extreme value,an improved particle swarm optimization algorithm is proposed.It is proved that the improved particle swarm optimization algorithm is superior to the original particle swarm optimization algorithm and robust reaction scheduling algorithm by simulation experiment under multiproject environment.(4)The resource allocation based on execution process algorithm and the reactive project scheduling based on improved particle swarm optimization algorithm are respectively applied to the centralized and decentralized management mode of village and town construction supervision and management,which proves that the two algorithms can be used to solve practical engineering problems.The value of this paper lies in the systematic study of the village construction project supervision mode.Aiming at the characteristics of high uncertainty in the supervision of village and town construction projects,two corresponding robust project scheduling algorithms are proposed,and the existing algorithm is improved to make the algorithm have better performance and better application effect in engineering practice. |
