| Taking into account the benefit of expressway operators and improving the use rate of ETC,making effective ETC development strategies is the top priority to promote the sound development of ETC,improve the service efficiency of toll stations and improve the efficiency of expressway traffic.Due to the increased utilization of the ETC is the result of the traveler charge way choice,at the same time to make the highway operator has strong initiative to carry out the relevant development policy,the need for the influence factors of travelers choose to use the ETC and their influence mechanism and the decision-making mechanism of operators,so as to develop more targeted development policy ETC.Therefore,this paper aims at formulating effective ETC development strategies and improving ETC utilization rate on the premise of taking into account the benefits of expressway operators.Based on the dual perspectives of expressway travelers and operators,this paper conducts researches on ETC development strategies.Firstly,through questionnaire design and network questionnaire survey,the data of personal characteristic attributes,expressway usage attributes and toll method usage attributes of expressway travelers are collected.Based on this,the sample data are data cleaning,sample split and points sample descriptive statistical analysis,studies the highway traveler,ETC,people as a whole and MTC traveler the personal characteristics of distribution,highway use features and charging methods used,and preliminary analysis on the basis of using the ETC intentions of potential influencing factors.Secondly,based on the structural equation model theory,the influencing factors are further extracted and the influencing mechanism of ETC usage intention is studied.Based on the analysis of the hierarchical relationship between the potential variables,the theoretical structure model of ETC usage intention of MTC travelers and ETC travelers is established successively,and the main factors and influencing mechanism of the two types of travelers’ ETC usage intention are obtained.Based on the analysis of the influencing mechanism,the development strategy of ETC from the perspective of MTC users is proposed.Then,using evolutionary game theory to study the ETC development policy of expressway operators considering the development policy of "adding ETC lanes" : Based on the influence of the policy implementation on the benefit of expressway operators and MTC travelers,a game model for both sides is established.Through the calculation of the equilibrium point and the analysis of the stability conditions,the factors that should be considered when adopting the policy of adding ETC lanes are proposed.Finally,based on the field survey data and VISSIM simulation output data,this paper expounds the practical application of dual-view ETC development policy research,and puts forward some suggestions for the development of the tolling station. |
