| Under the background of the reform of ecological civilization system and the modernization of national spatial governance,the traditional planning paradigm is bound to transform to "resource integrated management planning".Aiming to achieve high-quality development and high-level governance of the human settlement in our country,it’s an important task of the times to achieve regional overall management and system protection on mountainous watershed,which is a high spatial value and strategic position of China’s spatial region.As a typical human settlement environment in mountainous watershed,Northwest Sichuan has the realistic particularity of outstanding ecological value,fragile ecological environment and high coupling of regional economic poverty.For a long time,the contradiction between protection and development has given birth to such prominent contradictions as the lack of effective overall planning of regional development,the uneven quality of spatial construction,the low efficiency of resource development and utilization,and the aggravation of ecological environment stress in Northwest Sichuan.This puts forward quite high requirements for the spatial planning governance of the region.However,the traditional planning decision-making technology system in urban and rural planning is still difficult to adapt to the current needs of spatial governance,especially for the large-scale and macro regional space.It is a great challenge to effectively grasp the complex spatial information of the research object and scientifically deal with the spatial problems of the complex system,which contributes to our fall into the "fuzzy one size fits all" extensive planning management.Therefore,based on the research framework of “Human Settlement Science” and the research method of "solving the open complex giant system",this paper takes Northwest Sichuan as an example to explore the technical path for planning governance decision-making of regional human settlement.With scientific division of governance units and reasonable formulation of governance requirements as the core guidance,the concept of "scientific overall planning and accurate policy implementation" will be better put into the practice of regional planning governance,so as to effectively guide the relevant planning and action plans involving the governance of construction space,agricultural space and ecological space in Northwest Sichuan.Firstly,the formation and development of human settlement are sorted out in detail.This paper explores the natural geographical environment,historical and cultural context of Northwest Sichuan and its influence on the formation of traditional space settlement,quantitatively analyzes the basic characteristics of modern economic and social development,makes the main problems on regional sustainable development clearly,describes the existing pattern of regional urban spatial system,especially focuses on the analysis of the basic characteristics and disadvantages of urban and rural spatial development.Secondly,from the cognitive perspective of "Human Settlement Science",this paper deconstructs and analyzes the relationship between the regional characteristics and spatial scale of human settlements in mountainous watershed.On the scale of regional pattern,it is found that the geomorphology of watershed influences the gradient change characteristics of population distribution,while the mountain environment shapes the vertical zonality of production activities.On the scale of urban-rural structure,starting from Doxiadis’ s "Structure and Morphology Theory",seven types of typical urban-rural spatial structure in Northwest Sichuan are identified by morphological typology,and their type characteristics are described in combination with "mountain basin environment background".On the scale of urban spatial form,this paper highlights the constraints of "mountain landform" on "urban form",analyzes the typical expansion mode of urban spatial form in Northwest Sichuan,and summarizes its spatial characteristics.Then,the evaluation index system of regional human settlements spatial form differentiation is constructed,and the appropriate evaluation unit scale is identified as the basic analysis unit.Based on the characteristics of human settlements,practical elements of planning governance and related evaluation indicators,17 indicators of human settlements spatial form are constructed on the natural environmental conditions and spatial settlement form,.On this basis,after the comparative analysis of multi-scale series by using geographical exploratory analysis,the "sub-basin unit" is established as the basic spatial unit of scientific analysis for governance unit division.Furthermore,the analysis of the temporal evolution characteristics and governance problems of human settlement are focused on in this paper.Combined with the analysis of coupling scenarios and the summary of planning cases about the topics as follows:“vertical development of urban and rural settlements”,“horizontal expansion of urban space”,“manland relationship of urban and rural construction scale”,“agricultural planting activities and farmland protection”,“animal husbandry activities and the balance between livestock and grassland ecosystem”,“forestry activities and soil and water conservation”,this paper judges the future trend of the development of human settlement in Northwest Sichuan,analyzes the specific problems that may be faced,and puts forward the corresponding planning control countermeasures.Finally,in the division of planning governance units and the formulation of governance points,based on the scientific description of the coupling characteristics of regional human settlement spatial form,the paper comprehensively integrates and summarizes the formation basis,regional characteristics and problem analysis contents of the human settlement abovementioned.On this basis,the whole area of Northwest Sichuan is divided into 8 first-level governance regions,16 second-level governance sub-regions and 49 third-level governance sub-regions based on sub-basin units through the technical path of "composite integration of macro physical geography pattern characteristics" → "governance trend discrimination under the constraint of coupling situations of human settlement spatial form" → "subdivision of governance unit oriented by the govenance problems and tasks ".87 planning governance units are obtained via the township units,and the units were classified according to the nature of related problems.Futhermore,combined with the field survey and interview content,the paper puts forward the governance requirements with regional suitability and practical operability for different governance units from 5 aspects as follows: "natural and agricultural resources utilization and management","ecological space planning and restoration governance","urban and rural space development and protection pattern construction","urban and rural space construction quality improvement and planning","governance implementation policy guarantee".In the nature of planning decision-making,we not only pay attention to the top-down regulation and govenance of the territorial space,but also seek the development of local human settlement construction.The conclusion part summarizes the full text,points out the particularity of research perspective,the universality of research vision,and the limitations of research content and methods,and puts forward some suggestions that are worthy of further development and indepth thinking. |
