Research On The Problems And Countermeasures Of Collective Land Requisition And Demolition In Expressway Project

Expressway can effectively change the regional traffic conditions,create better conditions for the development of the region,improve people’s traveling conditions,and has significance to promote the development of regional economy.With the rapid development of expressway,the problem of land requisition and demolition is gradually prominent in the process of expressway project construction.The land requisition and demolition is called "The hardest thing" by the grassroots cadres.In some areas,problems related to land requisition and demolition have caused many mass incidents,such as farmers blocking workers and group petitions.If these problems can not be solved in time,they will not only affect the production and livelihood of farmers,but also affect the development of highway transportation,and even affect the construction of a harmonious society and social stability.There are numerous studies on land expropriation and removal,but few studies on collective land requisition and demolition of expressway projects.Therefore,it is of far-reaching theoretical and practical significance to strengthen the research on the problems existing in the land requisition and demolition of expressway.This paper uses literature research method,investigation method,case study method to analyze the collective land expropriation and demolition of expressway project,through theoretical analysis and field investigation to analyze the problems and causes of collective land expropriation and demolition of Dujiangyan section of loop expressway in Chengdu Economic Zone,and puts forward countermeasures and suggestions.The full text is divided into five chapters.The first chapter starts from the research background,analyzes the research significance and the current research status,determines the research ideas and related research methods,and introduces the main content of the research and three innovative points.The second chapter elaborates the relevant concepts and theoretical basis involved in this paper,and analyzes the importance of collective land expropriation and demolition in highway construction.The third chapter analyzes the policy of land expropriation and demolition,the mode of land expropriation and demolition,the resettlement and compensation scheme and the implementation situation of collective land expropriation and demolition of loop expressway project in Chengdu Economic Zone.Through interviews with various important people,the questionnaire survey is carried out to find out the existing problems in many aspects.The fourth chapter will find out the problems with the case to deeply summarize and analyze the internal reasons from the perspective of public management.The fifth chapter puts forward suggestions and countermeasures to improve the expressway land expropriation and demolition from the work method,compensation system,system construction and other aspects,and provides experience for other highway projects and similar areas.
