| The integration of urban and rural passenger transport is an important means to implement the strategy of rural revitalization and a forerunner of overall urban and rural development.By reforming the existing passenger transport management model,breaking the dual division of urban public transport and rural passenger transport.Make use of public transport operation mode to maximize the benefits of public transport resources,in order to achieve mutual connection of urban and rural passenger transport resource sharing,rational layout,convenient and efficient,smooth and orderly coordinated development.How is urban-rural passenger transport integration policy formulated and implemented by the county-level government? After the policy objectives are clear,what are the problems in the implementation of the policy,the reasons behind them,and what are the countermeasures and suggestions? Based on fuzzy-conflict theory and multi-source theory,this paper constructs a four-dimensional framework of environment,subject,resources,and strategy for policy implementation,and selects a case study on the implementation of urban-rural passenger transport integration policy in H County,Anhui Province.The research found that when the higher-level policies are implemented to the county-level government through layers of advancement,the process of policy formulation and implementation in H County is divided into 4stages with the changes of ambiguity and conflict: plan formulation stage,regular promotion stage,strong promotion stage and consolidation promotion stage.The 4stages are from symbolic execution to experimental execution to political execution and finally to administrative execution.Among them,the integration of urban and rural passenger transport policies from scratch,and the adjustment and supplement of the old car delisting policy all reflect the theory of multiple sources.When the source of problems,policy sources,and political sources converge,the policy window will open.After the implementation of the urban-rural passenger transportation integration policy in County H,the original rural passenger transportation’s random price increase,random parking,poor vehicle conditions,and poor attitudes of drivers and crew members have changed the original situation of rural passenger transportation,but new problems have appeared.The current situation after policy implementation is inconsistent with the established policy objectives,which is mainly reflected in the unstable environment,imperfect strategies,insufficient subject capacity and insufficient resources of policy implementation.The reasons behind are decision-making failure,financial problems and lack of policy supervision and evaluation.Try to put forward solutions to the existing problems from the four perspectives of policy implementation environment,subject,strategy and resources.The possible innovations of this article are mainly embodied in the research framework,using theory to analyze the whole process of policy implementation in multiple dimensions,reflecting the diachronic nature of policy implementation.In-depth analysis of H County’s urban-rural passenger transportation integration policy from the implementation of the policy,and optimizing recommendations,enriched the research perspective of policy implementation under the Chinese model. |
