China's socio-economic development is uneven for a long time. This causes bigger development difference in urban and rural areas and forms a binary economic structure. It affects the overall and healthy development of China's national economy and also affects the realization of China's goals of modernization. For purposes of integrated coordination and development of urban and rural areas and promotion of communication and liaison between urban and rural areas, concepts of "urban-rural community" and "urban-rural integration" were put forward.The key issues for "urban-rural community" and "urban-rural integration" are to strengthen rural-urban links, promote rural-urban exchanges and realize the harmonious development of rural and urban areas. Transport between urban and rural areas is an important prerequisite and base for the integration of urban and rural areas. Therefore, as for how to achieve the convenient and high-efficient mobilization of personnel and materials between urban and rural areas, especially the mobilization of personnel, it is not only the goal of integrated urban-rural transport system to be realized, but also the first issue to face at present stage. As one of the important parts of the integration of urban-rural transport system, the integration of urban-rural passenger transport system is a main way to solve the issue of personnel mobilization between urban and rural areas. Under this background, researches on the issues of integrated urban-rural passenger transport system are urgently needed. Please be noted that the integration of urban-rural passenger transport system described in this paper means the integration of urban-rural road passenger transport system.Starting from the research situations at home and abroad in the aspects of urban-rural integration, integrated urban-rural passenger transport system, planning and arrangement of urban-rural passenger transport centers, related organizations and policies, this paper discusses the overall problems existed in urban-rural passenger transport system under the background of urban-rural community and describes the research purpose, means and technical ideas based on these issues.Of the main contents, this paper:(1) Introduces the concept, scope, development model and evolution process for urban-rural integration; defines the specific meanings of the urban areas, urban-rural connection regions and rural areas after detailed description of the specific concept of urban-rural integration; distinguishes the inherent differences between urban-rural transport and integration of urban-rural passenger transport system based on the understanding of urban-rural integration, and studies the basic theory of integration of urban-rural passenger transport system (background and specific content), existing problem analysis, significance, development objectives, and the research scope and contents on the basis of these analysis (taking four urban-rural transport nodes and node properties as the object, characteristics of type, range, intensity and change for passenger transport demand are analyzed and models for calculating relevant passenger transport demand have been given).(2) Describes the significance and arrangement status of the urban-rural passenger transport pivot centers, and gives the definitions of pivot center arrangements and classifications under different standards on the basis of the existing research results; discusses specific site planning and layout for the pivot centers after analysis of the features and functions of the urban-rural passenger transport pivot centers; points outs the proposed principles and influence factors, like land utilization in the patterns adopted in the urban areas; establishes the site selection model aiming at minimization of the total out-trip time; chooses a genetic algorithm for solution through the algorithm comparison since this model is a typically difficult NP, points outs the model solution steps and verifies the calculating examples.(3) Discusses the classification of the public transport network, line selection methods, bus departure time interval, pivotal point selection, and line network planning, operation and organization, and establishes corresponding mathematical model, especially the bus departure time interval, pivotal arrangement and line network planning; sets the objective function based on passenger satisfaction degree and transportation costs in the discussion of bus departure time interval (parameters in this model (such as passenger arrival density, number of passengers on and off the bus, etc.) can be adjusted according to actual conditions in order to meet the demand for passengers in normal or peak time periods while ensuring incomes); establishes the maximum coverage and transportation costs based on two objective plans in the discussion of pivotal arrangement (selecting from the overall arrangement and ensuring the best pivotal point determined by the model); utilizes the feature of the biggest "derived tree", i.e., the shortest route, to achieve the lowest transportation cost, plus the impact weightings of points and sides, and thus considering the impact of points and sides on the route line arrangement; and finally explains the above theories with an example of the optimization of public transport for a new-built district in a city; gives four proposed methods for operations and establishes a mathematical model, which provides a theoretical basis for comparison of benefits resulting from different operating modes of the four categories.(4) Describes the basic development policies and strategies for integration of urban-rural passenger transport system; by taking urban-rural passenger transport as the research object, analyzes the current development status, problems and obstacles to face in the development; puts forward policy measures and market measures to deal with and resolve the issues for the integrated development of urban-rural passenger transport system and points out ideas and approaches for it. Moreover, information technology for the integration of urban-rural passenger transport system is a trend of social development. This paper attempts to point out the information content, system establishment and development thinking based on the context of the integrated urban-rural passenger transport. Finally, this paper, taking the integrated development of urban and rural passenger transport in Chongqing as an example, analyzes its status, problems and solutions to provide reference for other cities in the integrated development of urban and rural passenger transport system.
