Research On Power Reserve Service In China’s Power Market Environment

Since the promulgation of a series of supporting documents such as the "Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening the Reform of the Electric Power System"(Zhongfa [2015] No.9)and the "Implementation Opinions on Promoting the Reform of the Electricity Side",China’s electricity market has become more market-oriented.Reform has been accelerated along the reform route of "controlling the middle and letting go of the two ends".The power guarantee service is a public power service with special connotations for China’s power grid companies.Due to the different understanding of the concept and the power market model,there is still some controversy about its content.In the electricity market environment,due to the existence of the " Cream Skimming " and the negative benefits of the guarantee service,there is a risk that the quality of the guarantee service of power grid companies will be greatly reduced.It is urgent to clarify the connotation and corresponding measures of the power guarantee service that the grid companies should undertake as soon as possible and price incentive mechanism.Starting from the "model of power sales market structure change" under the power market environment,this paper studies and puts forward the connotations of power guarantee services that power grid companies should undertake under my country’s power market environment,including universal power services,disaster relief power protection,power protection for important activities,Renewable energy power quotas,grid-connected microgrid access and backup services have discussed the power guarantee service compensation and incentive mechanism based on performance supervision supplemented by the power guarantee service fund,and established a power guarantee service regulatory framework to provide government decisionmaking and power Supervision provides reference.The main work is as follows:The composition of the guarantee service under the environment of my country’s electricity market is sorted out.According to relevant laws and regulations,combined with the actual work content of power grid companies,the composition content of the power guarantee service under the power market in our country is screened,and the work content and service cost of the guarantee service are discussed.Through the discussion of the cost compensation and quality maintenance and improvement methods of the power guarantee service under the mature foreign power market environment,it provides a reference for the research of the power guarantee service in our country.Research on the regulatory mechanism of renewable energy quotas using the three-party evolutionary game.Construct a tripartite evolutionary game model for regulatory agencies,power grid companies,and renewable energy producers,use progressive stability criteria to find the conditions that need to be met for the optimal regulatory state,and conduct theoretical verification through MATLAB simulation.An adjustment mechanism of transmission and distribution costs for power guarantee services based on integrated PBR is proposed.Based on the existing research results and advanced foreign experience,it is proposed that the adjustment of transmission and distribution costs is an effective way to compensate for the reserve service at this stage,and the general performance incentives for various reserve service items are set up,and the quality of the reserve service is evaluated Reward or fine the grid company;in order to verify the rationality of the reward and punishment mechanism of the comprehensive PBR supervision system,through the "principleagent" theory,set up the supervisory agency as the principal and the grid company as the agent,and then form a segmented incentive model to demonstrate The reward and punishment mechanism in this paper is reasonable and fair,and the feasibility and effectiveness of the comprehensive PBR theory are verified through the comparison of compensation methods and the analysis of calculation examples.Finally,the paper summarized the results obtained in the thesis,and looked forward to the future direction of the subject to be further perfected and improved.Three suggestions were put forward to provide reference for government decisionmaking and power supervision.
