Affected by the impact of COVID-19 and the economic downturn,domestic and foreign economic growth has declined to varying degrees,and the growth of electricity consumption has slowed down.As a power supply enterprise,S company,on the one hand,should implement the requirements of the state to ensure the stable development of power supply;on the other hand,it should fully implement the government’s goal of reducing the electricity price of general industry and Commerce by 10%,so as to increase the operating pressure of the enterprise.In order to reduce costs and improve efficiency,S company has carried out comprehensive budget management based on industry finance integration under the guidance of superior departments.This paper describes the business scope,organization,system and operation and management of S company,combs the current problems of S company through investigation and questionnaire survey,analyzes the causes of the problems,and puts forward the direction of management optimization.This paper describes the indicators of three key links of comprehensive budget management: project reserve,budget formulation and implementation control,sets the parameters such as index importance,and uses AHP to model the comprehensive budget management link.In this paper,the author combines the comprehensive budget management with the balanced scorecard,evaluates the financial,customer,internal operation and other performance indicators of S company after the implementation of the comprehensive budget management,and based on the evaluation,puts forward the direction of management improvement to ensure the implementation of the comprehensive budget management,and designs the organization,system,information system and management system of the comprehensive budget management The guarantee measures of personnel ability effectively support the efficient operation of the comprehensive budget management system.The optimization method and safeguard measures proposed in this paper have a good effect on S company to reduce costs.The research results provide a reference for other power supply companies’ comprehensive budget management.
