| In the period of rapid development of urbanization,urban and rural planning plays an important role in guiding the healthy development of cities,protecting environmental resources and optimizing spatial layout.Regulatory detailed planning is an important legal basis for guiding urban development and construction activities in C hina.It has been more than ten years since Shij iazhuang started the preparation of regulatory detailed planning in 2006.It has gone through the evolut ion process from scratch,from a single technical document to the planning imple mentation system.Since 2012,Shij iazhuang has established a dynamic maintenance system of Regulatory detailed planning,which is the only way to improve the scientificity,adaptability and operability of regulatory planning.This paper is based on Shijiazhuang city for many years of regulatory planning preparation and dynamic maintenance practice,combined with domestic and foreign work related to regulatory planning and dynamic maintenance,based on the perspective of urban renewal and problem-oriented,systematically combs the development process of regulatory planning and dynamic maintenance of Shij iazhuang C ity,deeply analyzes the total amount and distribution of dynamic maintenance This paper evaluates the technical rule system and maintenance procedures of regulatory planning maintenance,analyzes the motivation of regulatory maintenance,summarizes the deficiencies of maintenance work,and finds out the core problems from different angles for the key area of regulatory planning maintenance urban renewal area.Taking the 10-06 regulatory planning unit to be updated in Shijiazhuang central city as an example,in view of the deficiencies in system preparation,system platform,technical support and public participation,the paper explores how to improve the dynamic maintenance of regulatory planning,and puts forward improvement strategies and suggestions from two aspects to guide the improvement of regulatory planning dynamic maintenance.At the institut ional level,the first is to strengthen policy-making and strive for greater coordination space for regulatory planning maintenance from two dimensions of space and time;the second is to strengthen the construction of system platform,establish regulatory planning management information platform and regular evaluation system,and establish dynamic monitoring and evaluation system for the implementation and dynamic maintenance of regulatory planning,so as to improve the scientificity of regulatory planning;the third is to further clarify the public participation system To further improve the implementation of regulatory planning from the aspects of steps,breadth and depth of public participation.At the technical level,the first is to establish the basic data information base of regulatory planning status,including spatial,social and economic development,to reflect the diversity of the city;the second is to refine and clarify the selection criteria of developable land,and to clarify the key areas of regulatory planning research;the third is to establish a control system combining rigid and flexible regulatory planning,on the one hand,to improve the seriousness of regulatory planning,on the other hand,to improve the seriousness of regulatory planning To improve the adaptability of regulatory planning;to strengthen the analys is of the bearing capacity of regulatory planning facilit ies,including all kinds of road infrastructure,public service facilities,etc.,to ensure the systematic integrity of regulatory planning;to strengthen the economic analysis of regulatory planning,and adopt various methods such as local project imple mentation experience value estimation and fund balance calculation to improve the implementation of regulatory planning;and sixth,to strengthen the protection of historical culture,In the maintenance of regulatory planning,we should pay more attention to the urban humanistic atmosphere and historical environment. |
