At present,air pollution is serious in most port cities in China,and power generation by port ship auxiliaries with fuel oil is one of the main sources of greenhouse gases and pollutants.The inland river wharf is close to the living area of urban residents,and the pollutants discharged from it seriously damage the health of the people.In order to alleviate the problem of air pollution,China has vigorously promoted shore power.However,the development of ship shore power system is not ideal,and there are problems such as low transformation rate of ship power system and low utilization rate,which will have a negative impact on the promotion of energy conservation,emission reduction and air pollution prevention and control in China.It is urgent to solve the problem.Therefore,it is of great research value to discuss how the government can reasonably formulate strategies to promote the construction and application of shore power system.Under this background,this paper takes ship shore power system in inland port as the research object,comprehensively use relevant theories and methods such as public project construction strategy and public policy,and based on the summary of the development status and existing problems of inland port ship shore power system,the corresponding optimization strategies are put forward.And,from the perspective of its key stakeholders,this paper constructs a multi-objective optimization model of inland port ship shore power considering the interests of the government,port and ship,and the NSGA-II algorithm was improved and the effectiveness of the algorithm was verified.Finally,a case study of Rongqi Port is carried out to obtain relevant operation data and analyze the typicality and representativeness of port.Matlab is used to solve the problem,and based on the constructed evaluation criteria and indicators,the effective Pareto solution set is analyzed and obtained.From the perspective of strategy selection,countermeasures and suggestions are put forward to promote the development of ship shore power system.The results showed that:First,the government should issue relevant policies to standardize shore power charging standards,require the port to set shore power charging within the charging range,and encourage ships to avoid using shore power during peak hours by using differentiated pricing.Set 0.5-0.9 yuan/k Wh during low peak hours,0.8-1.0 yuan/k Wh during flat periods,and 1.1yuan/k Wh during peak hours.Port charges should meet the standard that the charges for low peak periods are smaller than those for flat periods and smaller than those for peak periods.Second,apart from the base price of shore power service fee,the subsidy for ship renovation,shore power price subsidy and environmental tax rate are the means for the government to promote the development of shore power system.The government can choose different strategies according to different targets and emphases.This paper divides into four scenarios according to shore power utilization rate,social total cost utility,government financial expenditure,difficulty of policy implementation,economic pressure on ships,etc.Third,governments should require ports to electronically record berthing reports to facilitate the implementation of shore power policies.The report takes the ship’s MMSI number as the unit,and records the data of each berthing of the ship,including the start time of berthing,the end time of berthing,the shore power consumption,the length of electricity consumption,and the shore power charge.
