| For the research of engineering change and claim,at present,our country is more about the relationship between engineering change and cost,as well as the management work in the whole project cycle.The research direction is more inclined to how to manage and control the investor in order to achieve the purpose of investment control and cost saving.However,in the actual project,the application of change and claim appears more often in the construction unit to make up for the low price bidding and increase the profit.In view of the late opening of China’s construction market,the current engineering change and claim system is not perfect,and the theoretical basis of the change and claim is not strong.Therefore,in the actual process,the contractor often loses the opportunity of change claim or fails to claim for compensation due to missed opportunity and incomplete data basis.This paper is based on the actual case of rail transit civil engineering.There are 86 change events in one bid section of the project in the whole construction period,with the change amount of 114.3019 million yuan;there are 3 claim events,of which two owners adopt risk transfer and are insured by insurance companies,and one case is shut down due to the owner’s reason without claim success.For the research of engineering change,events,the construction of engineering change through the statistical analysis of 86 change evaluation system is carried out.By using the methods of literature analysis,case analysis and field investigation,the qualitative and quantitative analysis of the change process,the reasons for the change,the proposer of the change event,and the profitability of the change event are analyzed,and combined with the civil engineering of rail transit The design and construction characteristics of the project summarize the Contractor’s preparation,response and strategic measures of engineering change in each stage of the project.The analysis of the claim is to go deep into the event itself,combined with the engineering environment and industry environment to analyze the reasons for its failure,and put forward suggestions.Through these experiences and lessons,we hope to provide some useful reference and case support for the change claim processing in the future rail transit construction process. |
