Study On Spatial Layout Of Towns And Villages In Southern Shaanxi Based On Rural Regional Leading Function

As the spatial carrier of rural residents’ life and production activities,the town and village is the basic unit to optimize the allocation of space resources and the "main battlefield" for the implementation of the strategy of rural revitalization.For a long time,under the restriction of urban-rural dual structure,the development of towns in southern Shaanxi has the following problems: First,the hierarchical structure of townships and towns is unreasonable,and second,the per capita construction land of towns and villages is generally exceeding the standard,restricting the concentration of production,living factors and the economic and social development of townships;Third,the regional leading function of the townships is not clear,resulting in the development of industry "the same","one side of a thousand villages,one hundred towns" phenomenon is widespread;Fourth,the town and village living space facilities are not intensive,high cost of operation and maintenance,the primary industry space is too dispersed,difficult to modernize,the secondary industry space extensive expansion,disorder waste,aggravate the fragmentation of ecological space,ecological service value reduction.Because of the great differences in natural resource endowment,location development conditions and potential between townships in the southern Shaanxi region,the leading function of rural areas has spatial differences,and the differences of the leading functions of townships determine the differences in the spatial layout of towns and villages.Therefore,in order to adapt to the development demands of townships and villages with different regional leading functions,to realize the orderly and coordinated development of townships and towns under the functional dimension,it is particularly urgent to explore the path of regulation and control of the spatial layout of adaptive towns and villages,and to become a scientific problem that needs to be solved urgently.This paper cross-integrates multidisciplinary theories and methods such as urban and rural planning,geography and economics to establish a technical route based on the perspective of the dominant function of rural areas,namely,"summary of the status quo problem-evaluation of functional level-leading function positioning-choice of regulatory path".The main research work of this paper is divided into three parts: the first part,through combing and summarizing the domestic and foreign scholars’ research in the field of rural regional function,town and village spatial layout,as the background and starting point of the study of the town and village spatial layout regulation and control.The second part,on the basis of exploring the relationship between the development mechanism of the town and village,the function of the village area and the spatial layout of the town and village,builds the theoretical framework of the evaluation of the regional function and the positioning of the leading function of the county and the village,and puts forward the control path and mode of the spatial layout of the township and village of different leading functional types.The third part,taking Hanbin District of Ankang City as the specific research object,evaluates the level of rural regional function in Hanbin District,locates the leading function of rural area,selects Ssangyong Town,Wuli Town and Yeping Town to carry out example studies,and puts forward the specific scheme of optimizing the spatial layout and regulation of these three townships and towns.Based on the leading function of rural areas,this paper provides systematic ideas and methods for the study of the spatial layout of county towns,and the results of the research results and regional strategies provide theoretical reference and practical reference for optimizing the living environment in rural areas in Qinba Mountain Area,ensuring the ecological security pattern of rural areas,and promoting the development of rural revitalization.
