With the advancement of the motorization process,when cities develop to a certain stage,due to the shortage of land resources and the low added value of parking land,the construction of parking facilities lags behind the growth of parking demand,causing parking difficulties.However,the excessive ownership and use of motor vehicles beyond the capacity of urban space causes traffic congestion and frequent traffic accidents,and it is determined that the supply of parking facilities cannot be unlimited.As an important part of the urban parking facility system,on-street parking facilities play an indispensable role in maintaining the normal operation of the city and alleviating parking difficulties.However,due to its own characteristics,on-street parking has the problem of imbalance and inadequate use of time and space.It is necessary to achieve effective utilization through refined management of on-street parking facilities.In this paper,combined with domestic and foreign literature research,the development stage,functional positioning and management policy of on-street parking are interpreted and analyzed.Based on the appropriate parking data,the basic and temporal-spatial characteristics of on-street parking facilities in Nanshan District,Shenzhen are analyzed.And it is evaluated by principal component method and fuzzy comprehensive evaluation method.From the perspective of supply and demand,the characteristics of on-street parking facilities in Nanshan District are interpreted at the three scales of city,block and street,and combined with the analysis of main behavior elements,the influencing factors of on-street parking facilities are discussed.Make up for the shortcomings of domestic and foreign big data planning applications and built environmental impact research on on-street parking.Provide theoretical support for the optimization and planning layout of on-street parking facilities,and propose corresponding planning management strategies to alleviate the problems of urban parking difficulties and waste of parking resources.The study found that under specific land use,the parking facilities on the roads in Nanshan District showed the same utilization pattern during the day,which can be divided into three categories: commercial-oriented,business-oriented and residential-oriented.On-street parking facilities are unbalanced in time and space,and the overall utilization efficiency is relatively low under the conditions of high parking fees: commercial-oriented parking facilities are highly efficient and relatively balanced;business-oriented parking facilities are generally low in utilization efficiency;the overall utilization efficiency of the residential-dominant category is low,and there are obvious morning and evening double-peak commuting characteristics.At the level of its external environmental impact,the utilization characteristics of on-street parking facilities are not only affected by factors such as economic development and spatial structure at the macro-city level,but also by the overall supply and demand of parking at the mesoscale.And on the micro scale,it is affected by the functional attributes of the buildings along the street,development intensity,walking convenience and the scale of on-street parking facilities.In addition,its utilization is also affected by the management conditions of on-street parking facilities and the purpose of individual parking.Finally,based on the understanding of the factors affecting the utilization of on-street parking facilities,it is proposed that reasonable on-street parking facilities planning and management should cover the effective supply of on-street parking facilities to the overall control of parking demand.
