| With the increasing pressure of environmental governance and the shortage of petrochemical energy,the development of new energy vehicle industry has been attached great importance by governments around the world.Since the launch of the "863" electric vehicle special plan in 2001,China has issued a series of policies to support the new energy vehicle industry.As a result,the scope of the industry continues to expand,which is manifested in more and more joint policies between government departments,and closer and more complex interdepartmental cooperation.In order to explore the cooperation between departments in the formulation of new energy vehicle industrial policy,this paper first collected the new energy vehicle industrial policy texts issued by China’s central government departments from 2001 to2020,and made a descriptive analysis of them.According to the development process of the new energy vehicle industry,the policy texts are divided into three stages: policy initial,policy development and policy maturity.Through further screening and sorting,193 policy texts are selected as the data basis of the research.Then,using social network analysis method and using BICOMB and UCINET software,three stages of new energy vehicle industrial policy issuing departments cooperation networks were constructed.The network density and network centrality are calculated.The structure characteristics of the government department cooperation network and the whole network at different stages are analyzed.Furthermore,the cooperation relationship between government departments through two analytical dimensions:responsibility and benefit is classified and discussed.Through the research and analysis,the following conclusions are finally drawn :(1)The cooperative network structure of China’s new energy vehicle industrial policy issuing departments shows a trend of intensive evolution.The cooperation network structure among government departments shows an evolution from "decentralized" to "decentralized and intensive transitional" to "partial compact",which indicates that the cooperation network of government departments tends to be strengthened and the cooperation among various departments is constantly strengthened.(2)A core cooperative relationship has been formed among a few government departments.In general,the scale and closeness of the cooperation network of government departments are constantly increasing,and the policy-making bodies are diversified,but the core issuers are relatively limited.Among them,the National Development and Reform Commission,the Ministry of Industry and Information Technology,the Ministry of Finance,and the Ministry of Science and Technology are at the center of the cooperation network.They have gradually formed a relatively stable inter-governmental cooperative relationship in the formulation of new energy vehicle industrial policies.(3)It is an effective way to promote the sustainable development of new energy automobile industry to promote the formation of cooperative inter-governmental cooperative relationship.In the cooperative government-to-government relationship,the responsibilities and interests of government departments are balanced and unified.In addition,various departments will actively seek cooperation,which will greatly boost the policy improvement and sustainable development of the new energy automobile industry. |
