In recent years,China railway has achieved rapid development.Several new railway lines have been planned,constructed and put into operation.By 2025,it's predicted that total railway operation mileage will reach 175 thousand kilometers and high-speed railway operation mileage will reach 38 thousand kilometers,and a new high-speed railway network with the " eight length lines and eight breadth lines " being as backbone lines will be built by then.As one of the basic management departments of railway transportation system,the train operation department plays a quite important role in guaranteeing the safety,high efficiency and economy of railway transportation.With the constant construction and operation of new railway lines,railway network has been more complete,which results in some problems to deal with.For one thing,productivity layout of existed train operation department has already not met the development demand of railway network.For another,there are big differences on technical equipment and transportation organization etc.between high-speed railway and existing railway line.The input of new technology and equipment not only improves the management ability of train operation department greatly,but also puts forward higher demand on productivity layout.Therefore,under the aforementioned background,it's necessary to optimize the productivity layout of train operation department based on the types and characteristics of new railway lines and optimize configuration of limited resources of train operation department in order to improve the management efficiency of train operation department.The thesis has mainly accomplished the following several work:(1)On the basis of analysis about the characteristics of new railway lines and management characteristics of train operation department,the thesis proposes several management modes.At first,it analyses the respective characteristics of different types of new railway lines of high-speed railway,normal-speed railway and intercity railway.Next,it respectively analyses the management characteristics of train operation depot and stations directly subordinate to railway administration in train operation department,and makes comparisons between them from some aspects such as organization structure,line management,station management and so on.Then,the thesis proposes several management modes of train operation department and makes applicability analysis of each mode combining with characteristics of different types of new railway lines.(2)Build a model of comparison and selection among different management schemes of train operation department and propose optimization method of the scheme under the condition of new lines operation.Firstly,the thesis makes analysis of influence factors on the management of train operation department,and based on this it establishes the evaluation index system of scheme comparison and selection.Next,it decreases the number of indexes using rough set and gives weight of remaining indexes using entropy weight method.Then,it makes comparison and selection of schemes with the use of extension theory and thereby selects the optimal one.Lastly,it programs to realize the optimization method of management schemes of train operation department with C#programming language.(3)Combining with the opening circumstance of new railway lines,the thesis selects three management modes of new railway lines,namely extension management with existing stations directly subordinate to railway administration,managing by constructing new stations directly subordinate to railway administration and extension management with existing train operation depots,and makes case analysis with three cases,Guizhou section of Guizhou-Guangzhou high-speed railway,Hebei section of Beijing-Guangzhou high-speed railway and Dezhou-Dajiawa high-speed railway.It gives three optimal management schemes of new lines with the utilization of optimization method the thesis proposed.In addition,the thesis proves the effectiveness of the proposed method by comparing with practical situation.
