With the rapid development of the society and economy,more and more freeways cannot adapt to the increasing traffic demand,which resulting in serious traffic congestion,pavement damage and other problems.So that,the freeways need to be upgraded and reconstructed.Temporary project is the front part of freeway reconstruction project.The progress management of temporary project is closely related to the progress and investment benefit of the freeway reconstruction project.The function,investment and timeliness of temporary project are becoming more and more important.Therefore,it is of great practical significance to do research on the progress management of temporary project in the freeway reconstruction project.From the perspective of the owner,this paper studies the whole process progress management of temporary project in the freeway reconstruction project.First of all,this study was based on the researching on the relevant theories and literature,to discuss the importance of progress management of temporary project in the freeway reconstruction project.The main contents of the progress management in each stage and the related methods of progress management and AHP-fuzzy comprehensive evaluation.Secondly,this paper researched on progress management of temporary project in H freeway reconstruction project based on the whole process.In the preparation stage,it compared the pros and cons in different management methods,to choose "Agent Construction + Supervision" and EPC method.And it effectively shortened the preparation stage schedule,and achieved the start goal of the temporary project.Combined with the features of the temporary project,it used Work Breakdown Structure,Network Planning Technique,and Gantt Chart to prepare the schedule plan,and formulated progress management measures,to provide the basis for progress management.In the construction stage,under the premise of ensuring project quality and construction safety,it taken efficient schedule control measures to shorten the project delay time when the temporary project suffered from the epidemic situation of COVID-19,which is the force majeure factor.In the using stage,it summarized the progress management experience under the influence of force majeure factors,that can be referenced by other projects.Finally,in order to more scientifically and objectively evaluate the implementation effect of the tasks in the progress management of temporary project in H freeway reconstruction project,the AHP-Fuzzy Comprehensive Evaluation method was used.It constructed a hierarchical structure model of the evaluation indicators,and calculated the evaluation,which combined with experts’ opinion and the questionnaire results of the managers in the temporary project.The evaluation result was "Good",indicating that through scientific and effective progress management,the construction period of the temporary project was controlled and the goal of schedule management was achieved.
