Research On The Problems Of Navigational Aids Inspection In North China Sea

Oceans cover 71 percent of the earth’s surface.With vast space and rich resources,they are a new space for human development.The report of the 19 th national congress of the communist party of China clearly stated that "we should accelerate the building of a maritime power",which put forward new and higher requirements for the maritime security work in the new era.Navigation aids are facilities that provide navigation services for navigation and water activities,the research on issues related to the inspection of navigational aids is of great significance to the protection of various Marine activities.The northern sea area covers the coastal waters in the north of the Bohai Sea and the Yellow Sea.The geographical range is from Yalu River Estuary in the north of the north latitude 35 degree line to the south of Rizhao Lanshan Port.Latitude of the highest in China sea area,the port is numerous,reef and shoal,hydrometeorological complex,route,ship traffic volume,and port waters more freezing in winter,the navigation environment is more complex,Navigational aids play an important role in ensuring the safety of maritime navigation and economic development activities.It is of great significance to study the problems existing in the patrol inspection of navigation marks and put forward countermeasures to guarantee various Marine activities.At present,China has entered a new era in the construction of a powerful transportation and maritime country,in such a context,this paper refers to the new public administration theory,through document analysis,investigation and research,comparative analysis and other research methods,this paper analyzes the domestic and international management system and the research situation,development of northern China sea beacon inspection status are summarized,and the beacon inspection standard system,beacons talents construction,beacons stationsettings,checking equipment level and other aspects are analyzed in detail,it is concluded that China’s north sea area beacon inspection management problems and the insufficiency,including the imperfection of navigational aids inspection laws and regulations,standards,the need to strengthen the construction of navigational aids inspection personnel team,and the backwardness of navigational aids inspection equipment and facilities,etc.Based on this,it puts forward countermeasures and suggestions to improve the current situation of navigational aids inspection in north China sea,such as a sound system of optimization of beacon inspection standards,and accelerate the construction of beacon talent team,optimize beacons station settings and beacon layout,promote the pioneering and innovation of navigational aids,etc.It is hoped that the research on the problems related to the patrol inspection of navigation marks in the northern sea area of China in this paper can provide reference for improving the management of navigational aids in the northern sea area of China and even the national management of navigational aids,and contribute to the construction of China’s traffic power and maritime power.
