Research On The Commercial Grade Dedication In Nuclear Power Plant

When commercial grade item which is manufactured according the industry quality assurance program,is used in nuclear safety functions,attentions shall be taken how to make sure that the item have the same level of reliability with that of according nuclear quality assurance program.After the Three Mile Island-2 in U.S.,more and more suppliers for nuclear power plant did not maintain the nuclear quality assurance,which makes the procure of spare items more difficult for operation.Aiming to solve this problem,nuclear regulatory commission in U.S.raised the concept of Commercial Grade Dedication.The DCS supplier of Fuqing Unit 1,2 Nuclear Project in which project the CGD was used comes from U.S..Simultaneously,supervisor,plant owners,engineering company and equipment suppliers pay much attention to CGD.Based the problems in practice of CGD,this research takes the laws and standards of U.S.as the main object,combining with the nuclear industry laws in china.The research contents mainly covers the corresponding concept of CGD,most important problems and the flow of CGD through analysis.During law and standard research,the law and standards are divided into three levels: laws,orders and guidelines,basic standards,and executive standards.The U.S.and china documents are analyzed in every level.Finally the conclusion is made that commercial grade dedication is feasible in china law and standard framework.During main problems research of CGD,nuclear industry most focused problems are solved or given a practical scheme,which including responsibility body,scope,relationship between qualification,critical concept and define of sampling lots.The research containing descriptions in various of documents.During the research of technical evaluate and acceptance,most analysis is focus on the flow of CGD,and detailed operation instruction is given.The research contains technical evaluate flow of different procure mode,classification of items,judgment of CGI,chose of the critical characteristic,chose of acceptance method and main directions of method 1-4.During the verification of this research,two documents are given to support the research’s conclusion.These are energy sources standard <Guideline for utilization of commercial grade items on safety electric instrumentation and control equipment of nuclear power plants> and <procedure for quality supervision of utilization of off-the-shelf standard components on safety electric instrumentation and control equipment >.This paper analyzes law and standard between U.S.and China as the basement,the conclusion of CGD’s feasibility,main practice problems,and detailed flow are given suitable to china.Simultaneously the content of this paper is the important reference to drafting of china’s CGD standard and supervision rules,also has instructive meaning to the CGD practice in project and law generating.
