In recent years,as one of the two business cards of China’s "going out",China’s nuclear power has represented the ability and level of "China’s intelligent manufacturing" to a certain extent;In the future,"actively promoting nuclear power construction" will be the keynote of China’s nuclear power development.As a brand new third-generation nuclear power technology,"Hualong One" has already blossomed in China and abroad.Under the background of the “The Belt and Road Initiative” and “Going Global”,the international stage has put forward higher requirements and adopted stricter standards for nuclear power project management and nuclear power commissioning.How to realize the synergistic improvement of nuclear power commissioning investment,schedule,management and efficiency under the premise of ensuring the safety and quality of nuclear power projects has become the current practical demand and key research direction of nuclear power commissioning project management.The purpose of this study is to explore and establish a standard nuclear power commissioning progress measurement system that complies with the “Hualong One” technology,with a view to assisting nuclear power project management,improving the efficiency of nuclear power commissioning,and promoting the economic efficiency of the “Hualong One” nuclear power.Based on the “Hualong One” nuclear power commissioning work full-cycle tasks and workload analysis and decomposition,standard commissioning milestones and standard commissioning schedule plan,this article will decompose the commissioning tasks,clarify the commissioning process,determine the logical relationship between commissioning tasks,etc.Then it adds key factors such as work tasks,schedule,workload,labor days,and milestones to establish a nuclear power commissioning progress measurement system suitable for the new technology of "Hualong One".In the end,based on the actual project,the advantages and disadvantages of the commissioning progress measurement system in the application of the "Hualong One" nuclear power project are evaluated,and a nuclear power commissioning progress management system suitable for the "Hua Long One" and similar nuclear power units was obtained.The results show that the created measurement system can completely guide the commissioning progress control of nuclear power projects,and finally achieve the purpose of "progress control" and improving the efficiency of nuclear power commissioning.The main value of this research lies in the establishment of the "Hualong One" technical standard nuclear power commissioning progress measurement system,which achieves a macro-micro integrated measurement of the nuclear power commissioning progress.Through standardized decomposition,sorting and optimization of nuclear power commissioning tasks,the objectives of global control of nuclear power commissioning progress,personnel deployment,and "back wall not falling" will come true.It provides a useful reference for the commissioning progress management of the "Hualong One" nuclear power project in the future,which is conducive to enhancing the competitiveness of the national nuclear power,as well as complementing and improving nuclear power standards and systems.
