With the impact of the Fukushima accident in Japan and the decline in domestic electricity demand,China’s nuclear power construction is gradually slowing down.The demand for nuclear power equipment,especially nuclear safety equipment,will gradually decrease,which will lead to manufacturers with certified nuclear safety equipment gradually reduce,and specially I&C nuclear safety equipment which used in the nuclear power plant.In order to be able to change this situation,the supply of nuclear safety I&C equipment for nuclear power plants under construction and in service is solved.It is necessary to analyze the existing mode of supply of nuclear safety equipment to design a new supervision mode to solve this problem.This paper draws on the relevant experience of nuclear safety equipment supply in the United States and France,and proposes a regulatory concept based on the nuclear safety I&C equipment under the Partnering management mode.This model serves as a useful complement to the existing regulatory model.Under the new supervision mode,the Engineering Company,as the supplier of nuclear safety I&C equipment,accepts the supervision and management of the nuclear safety supervision department and the owner,and verifies the rationality of the equipment design by completing the Equipment Qualification.By participating in the manufacturing process of the entire equipment manufacturing process through the Partnering management mode with the manufacturer and the owner,the crisis factor and performance confirmation of the CGD are used to ensure the consistency of the processing of the equipment,ensure the manufacturing quality of the equipment,and ultimately ensure the overall quality of safety class equipment.The manufacturer no longer needs to apply for nuclear safety equipment design and manufacturing licenses,but only needs to complete the design and manufacture of the equipment according to the requirements of the Engineering Company.The regulatory authorities and owners participate in the entire equipment supply chain through the Partnering model,and ensure the quality of nuclear safety equipment through the supervision of the engineering company’s supply process.Through the participation of all parties,the information is more transparent,and finally the parties involved can share the benefits,thus solving the problem of long-term stable supply of nuclear safety I&C equipment.The thesis mainly refers to the supply model of nuclear safety equipment in France,and proposes a new regulatory scheme for nuclear safety instrumentation equipment.This solution solves the problem of the initial large cost and technical investment and the small later income for nuclear 1E I&C equipment.Through the partnering management and the CGD method,the problem of equipment processing quality was solved,thereby solving the problem of small amount 1E I&C equipment in the nuclear power plants.The paper combed the implementation process by simulating the application process case study,and verified the feasibility of the process by expert scoring.The discussion focused on how to solve the problem of equipment processing quality through partnering,equipment quality appraisal and CGD methods,and finally ensure the safe and reliable operation of the power plant. |
