In order to promote the economic development of remote mountainous areas,large-scale high-speed railway construction has been ushered in in some difficult mountainous areas in recent years.In the 《medium and long term railway network planning》,it is clearly pointed out that the overall national security concept should be implemented to improve the level of railway emergency support.Therefore,emergency management is an important work to ensure the construction of high-speed railway in high-risk areas.The terrain along the Sichuan Tibet railway is bad.After an emergency,there are many uncertainties about the security of emergency supplies.How to ensure that emergency supplies can meet the needs of disaster areas at a reasonable cost in the shortest time is one of the problems that emergency management needs to solve.Therefore,it is necessary to study the network decision-making of emergency material supply chain in the process of Sichuan Tibet railway construction.Through the theoretical analysis of the emergency material supply chain network in the process of Sichuan Tibet railway construction,the author summarizes the operation mode in line with the emergency material supply chain network in the process of Sichuan Tibet railway construction,and carries out modeling and algorithm solution design from the perspective of time and cost.The main contents of this paper are as follows:(1)According to the special geological conditions of the section along the Sichuan Tibet railway,this paper summarizes the types of sudden accidents in the construction process of the Sichuan Tibet railway.Then,through the quantitative analysis of various engineering risks and the analysis of the current situation of emergency supplies in the process of Sichuan Tibet railway construction,the necessity of establishing the emergency supplies supply chain network in the process of Sichuan Tibet railway construction is explained.(2)Combined with the relevant theory of emergency material supply chain network in the process of Sichuan Tibet railway construction,this paper summarizes the characteristics,process and key points of emergency material supply chain network in the process of Sichuan Tibet railway construction,and theoretically explains the reasons for selecting the operation mode of multi production supplier direct emergency material supply chain.(3)From the perspective of minimum cost and minimum time of emergency material supply chain network in the process of Sichuan Tibet railway construction,the mean variance model of emergency material supply chain network in the process of Sichuan Tibet railway construction is established.The time risk factor is considered in the time function,and the sensitivity of the time risk factor is analyzed.A numerical example is introduced to verify the correctness and practicability of the model.The results show that: in the process of Sichuan Tibet railway construction,the cost and time of emergency material supply chain network decrease with the increase of risk preference factor,so as to provide decision-making basis for decision makers with different risk preference.
