| The implementation of the strategy of "Western Development" in 2000 and the convening of seven symposiums on work in Tibet have promoted the all-round economic development of the Tibet Autonomous Region and the continuous improvement of social productive forces.However,the poor geographical environment severely restricts the development of the transportation network in Tibet,which leads to the limitation of the flow of labor force,and it is impossible to realize the free transfer of labor force,which is dominated by farmers and herdsmen.At the present stage,China’s employment situation is complex and still faces many uncertain and unstable factors.Especially for Tibet and its surrounding areas,the quality of labor supply is poor and the employment space is limited.Sichuan-tibet railway is the second railway to enter Tibet,linking the city of chengdu,provincial capital of sichuan and the capital of the Tibet autonomous region,the geopolitical structure connection will bring great economic benefits and social benefits,not only can improve the west railway network,promote economic and social development along the city,in terms of national defense construction also has an irreplaceable role.Employment is the basis of people’s livelihood and the basis of economic and social development.Scholars at home and abroad have elaborated on the employment effect of transportation infrastructure.The improvement of transportation infrastructure has different impacts on urban employment in different levels of development and different regions.For the cities along the Sichuan-Tibet Railway,the smooth transportation network further promotes the free flow of population and other resources,which plays an irreplaceable role in cultivating the employment-absorbing capacity,realizing the full employment of the labor force and expanding the employment space of the labor force in Sichuan-Tibet region.This article discusses the possible impact of the Sichuan-Tibet Railway on employment in cities along the line from both theoretical and empirical aspects.First,make an analogy analysis of the Sichuan-Tibet Railway and the Qinghai-Tibet Railway from the four aspects of construction background,construction purpose,geographic pattern and technical level,and summarize the population changes and employmentrelated changes in Tibet that have been brought about by the Qinghai-Tibet Railway in about 14 years.Obtained that the opening of the Sichuan-Tibet Railway has a much higher economic effect and employment impact on the Sichuan-Tibet area than the Qinghai-Tibet Railway;then Ya’an,a city along the Cheng-ya section that has been opened for operation,is used as the research object,and 20 prefecture-level cities in Sichuan Province are used.The panel data from 2000 to 2019 regard the construction of Cheng-ya section as a "quasi-natural experiment",using synthetic control method to measure the impact of construction and operation of Cheng-ya section on employment in Ya’an,and using two robustness test methods Verify the accuracy of the empirical results.The results show that the synthetic control method can well simulate the change in the total employment in Ya’an before and after the construction and operation of the Ya’an section,which is specifically reflected in the increase in the total number of employees in Ya’an.It is more obvious after the opening of the Cheng-ya section in2018 and it has little impact on Chengdu in comparison.Finally,the calculation of the industrial employment deviation between Ya’an and Chengdu is carried out,and it is affirmed that the reasonable upgrading of the industrial structure of Ya’an has a positive impact on its employment structure.Balanced development with the industrial structure will have a long-term impact on regional employment.The development of unique advantageous industries will increase the total employment in Ya’an,and achieve employment balance through the transfer of labor from different industries. |
