In 2019,the newly added and accumulated installed capacity of photovoltaic power generation in China was 30.11 GW and 204.3 GW respectively,ranking first in the world.Despite the rapid development of China’s photovoltaic industry,there is still a gap between regions in the development of photovoltaic industry.Inner Mongolia has a large number of high-quality silicon ore resources,and the output of monocrystalline silicon and polycrystalline silicon keeps the top three and top five in China respectively.In 2019,the cumulative installed capacity of PV in Inner Mongolia Autonomous Region was 10.51 GW,ranking ninth in China.Photovoltaic industry is a strategic emerging industry,which is of great significance to energy structure adjustment and industrial transformation in Inner Mongolia.This paper attempts to study the production efficiency of photovoltaic enterprises in Inner Mongolia,and calculates the efficiency of fifteen photovoltaic enterprises in Inner Mongolia from 2015 to 2017 by DEA-BCC model and DEA-Malmquist index model.Based on the calculation results of production efficiency,the internal and external influencing factors of production efficiency are selected,and the Tobit model is used to find out the factors affecting the low production efficiency of photovoltaic enterprises in Inner Mongolia.First of all,this paper summarizes the research results of photovoltaic industry at home and abroad,and finds that scholars at home and abroad mainly focus on industrial status,industrial technology innovation and industrial policy,while the research on efficiency of photovoltaic enterprises mainly focuses on the national level,and the research on local enterprises is less.Secondly,on the basis of comprehensive analysis of domestic and foreign research literature on photovoltaic industry,this paper analyzes photovoltaic enterprises in Inner Mongolia from two aspects of development status and industrial environment by applying industrial chain theory and production efficiency theory.Furthermore,combined with the existing research results,according to the principle of index selection,the DEA input-oriented model is constructed,and the static efficiency and dynamic efficiency of fifteen Inner Mongolia PV enterprises are measured from 2015 to2017.According to the production efficiency value of enterprises,the factors affecting the production efficiency of Inner Mongolia PV enterprises are selected from the internal and external angles,and the panel Tobit model is constructed to find out the factors affecting the low production efficiency of Inner Mongolia PV enterprises.Finally,according to the development status of photovoltaic enterprises in Inner Mongolia and the analysis of industrial environment,production efficiency and influencing factors,this paper puts forward some countermeasures and suggestions to improve the production efficiency of photovoltaic enterprises in Inner Mongolia from two aspects of improving enterprise capacity and optimizing external environment,in order to promote the development of photovoltaic enterprises in Inner Mongolia.The results show that:(1)During the study period,the overall production efficiency of photovoltaic enterprises in Inner Mongolia was low and there was a big gap,and only a few enterprises reached the effective production level.During the research period,the production efficiency of photovoltaic enterprises maintained an upward trend,and the low production efficiency was mainly affected by the double low of pure technical efficiency and scale efficiency.(2)During the study period,the main driving force for the change of total factor productivity index comes from the technological change of enterprises,and the efficiency change index of each enterprise is quite different,mainly because the pure technological efficiency change and scale change of enterprises change at the same time and both change greatly.(3)Among the factors affecting the production efficiency of photovoltaic enterprises in Inner Mongolia,enterprise scale and industrial policy strength have a significant positive impact on enterprise production efficiency,while fixed assets and duration have a significant negative impact on enterprise production efficiency.The absolute values of coefficients are enterprise scale,fixed assets,duration and industrial policy strength in descending order.
