Energy is the material basis of production activities. With the increasing of energy crisis and environmental pollution, it is of great significance for enterprises that considering how to improve the efficiency of energy use, reduce energy investment and environmental pollution to promote sustained and healthy development. Thermal power enterprises are not only the main energy industry in China, but also the main energy consumption terminal and the source of pollution emissions. It plays a vital role in the implementation of China's energy-saving emission reduction targets in the process. It is the key to improve the energy efficiency of thermal power enterprises by studying the energy efficiency evaluation of thermal power enterprises and tapping the influencing factors of energy efficiency of enterprises.In this paper, Thermal power enterprise is the study object. Firstly, the research background and significance of enterprise energy efficiency were elaborated. The main points of the research were analyzed and the research status of domestic and foreign enterprises' energy efficiency were summarized. The definition of the whole factor energy efficiency of the enterprises was proposed. The paper analyzed the features of energy consumption of thermal power enterprises and determined the object of energy efficiency evaluation of thermal power enterprises.Secondly, based on the concept of total factor energy efficiency, This paper expound the basic ideas and principles of energy efficiency evaluation index system construction.Combining the domestic and foreign research indicators of energy efficiency evaluation index system, making the input and output as the staring point we constructed the whole energy efficiency evaluation index system of thermal power enterprises.The index system includes three indicators of input factors and two indicators of output indicators. The paper also gave explain of the indicators of the data acquisition and related content.Thirdly, the theoretical knowledge of the relative effective aspects of traditional DEA methods and data envelopment analysis is described and three basic energy efficiency evaluation models are given. Based on the theoretical basis, the concept of comparing energy productivity and energy efficiency is analyzed and put forward the nonparametric method of enterprise energy efficiency evaluation. The Data Envelopment Analysis Multi-output Slack Based Modle(DEA-MSBM) is constructed to solve the problem of energy efficiency evaluation. Taking the eight large thermal power enterprises in Chongqing as an empirical analysis sample, We sorted the level of enterprise energy efficiency and analyzed the impact of enterprise energy efficiency factors based on the sample data of eight large thermal power enterprise in Chongqing.Finally, according to the data analysis results, the countermeasures and suggestions on the improvement of energy efficiency of thermal power enterprises are put forward:adjusting the production energy consumption structure, increasing the capital investment of energy management, increasing the capital investment of enterprise equipment and equipment, and improving the investment of human resources.
