Research On The Current Situation And Countermeasures Of The Implementation Of The County And District Level River Chief System In HeNan Province

Beginning in 2016,the Party Central Committee and the State Council have decided to implement the river chief system nationwide.According to relevant statistics from the China Environmental Bulletin in the past 10 years,after the introduction of the river chief system,the improvement of the water quality of major domestic rivers has accelerated significantly,and the river chief system has achieved good results in water pollution control.However,looking at the entire implementation chain of the river chief system,the main difficulty in its implementation lies in the implementation links at the grassroots level,especially how the county-level party committee and government implement the river chief system is crucial to the implementation effect of the entire river chief system.Therefore,a special study on the implementation of the river chief system at the county and district level is of great significance to the improvement of the development of the river chief system.This paper selects P area with relatively general economic and social development and abundant water resources as a case,and uses collaborative governance theory and holistic governance theory to analyze and study the practice of river chief system in P area,and finds out the problems existing in the implementation of the river chief system at county and district in Henan Province.The author focused on the analysis of the implementation of the river chief system in Zone P in 2019 and 2020,and found that although good results have been achieved in the work of Zone P in the past two years,there are the following problems in actual work: first,the degree of cooperation among various departments is low;the second is that the degree of multi-body participation in governance is limited,and the third is that the implementation foundation of river chief system is relatively weak;these problems show that there is still room for further improvement in the P area river chief system.Based on the successful management cases of some rivers abroad and the experience of the implementation of advanced counties in the river chief system,the author puts forward the following suggestions: strengthening coordination between departments,improving the ability of the upper and lower levels of linkage,strengthening the accountability mechanism of assessment,raising the sense of responsibility of leading cadres,and strengthening the training of river chief business,so as to promote the more effective development of the river chief system at the county level in Henan Province.
