| With the continuous promotion of the EPC(Engineering Procurement Construction)project model in China,more and more survey and design institutes changed the single design management model and vigorously carried out the EPC project general contracting business.In the past decades,China’s construction engineering market is dominated by the special contract mode,that is,the design,construction and procurement of separate contract mode.With the development of economy and society,the shortcomings of the traditional contracting model have been gradually exposed in practice.For example,due to the differences in working methods,many units are prone to poor communication and rework.The work interface is not clearly divided,the construction site cross operation leads to the working face can not be developed and so on.In 2019,the Ministry of Housing and Urban-Rural Development issued the Measures for the Management of General Contracting of Housing Construction and Municipal Infrastructure Projects,vigorously promoting the general contracting business of projects,in which design units are encouraged to apply for construction qualification and construction units are encouraged to apply for design qualification.Therefore,some large design institutes with design qualifications in China have responded in succession to apply for the corresponding first-class qualification of general contracting for construction.They hope to realize the transformation and upgrading from design units to general contracting units by undertaking general contracting projects.The advantage of the design institute to undertake the EPC project is that the design institute has a deep grasp of the design business and can achieve the purpose of cost control through the means of design optimization and selection.However,compared with construction enterprises,the master of general contracting business and construction project management ability are relatively inadequate,so there is a higher probability of engineering claims,which is also one of the disadvantages of design institutes in undertaking EPC engineering general contracting projects.This paper first describes the overall situation of China’s construction industry,domestic and foreign research status quo,proposed the purpose and significance of this study.Through the combination of theory and practice,the theoretical research is carried out in three dimensions of EPC project general contracting,claim and claim management of project general contracting.Secondly,the common claim factors of EPC engineering general contracting projects are summarized by using literature research method.Then,the risk points of claim in EPC engineering general contracting projects led by the design institute are obtained by using questionnaire survey method,which is regarded as the key research object of claim management.Thirdly,the effective measures and methods are put forward based on the expert interview to establish the claim management mechanism of EPC engineering general contract project led by the design institute.Finally,the claim management mechanism established in this paper is applied into practice,and the research summary and evaluation are obtained through two project cases,and the optimization opinions are put forward.This paper is based on the design institute led EPC project claim management as the main research content,by making up and optimizing the current design institute led EPC project in the claim management,the purpose is to protect the legitimate and reasonable rights and interests of the general contractor.At the same time,it provides important reference for design enterprises to accumulate engineering general contracting management experience,improve their own management level and realize transformation and upgrading. |
