Abstract/Summary:
EPC project general contracting is a popular project construction mode at home and abroad at present.The mode is undertaken by a general contracting unit(or a consortium of several),which is fully responsible for the design,procurement and construction phases of the project,and implements the project construction to meet the owner’s requirements.This mode greatly reduces the coordination workload of the owner with cross-operation in each process,which shortens the construction period while facilitating the control of project investment due to the fixed price contract.However,various risks are mostly transferred to the general contractor.Due to the late start of domestic general contracting industry and the imperfect local supporting policies,the risk management level of EPC general contractors needs to be improved.Based on the study of EPC general contracting management mode and engineering risk management theory,this paper discusses in detail the risk management methods of EPC general contracting projects in designing institutes.Firstly,it adopts expert survey and literature analysis to identify risks,and then establishes a fuzzy comprehensive evaluation mode based on analytical hierarchy process to evaluate the project risks,and finally,it puts forward countermeasures of risks according to the analysis and evaluation results.Taking the EPC project of X County Center for Disease Control and Prevention of ZN prospecting and designing institute as a case,this paper establishes a risk evaluation index system on the basis of the risk identification list,adopts analytic hierarchy process to determine the weight of risk indicators,uses fuzzy comprehensive evaluation to conduct comprehensive risk evaluation,proposes solution to important risk factors based on the evaluation results,and summarizes the improvement suggestions of EPC project risk management of ZN prospecting and designing institute based on practical cases.This paper identifies the advantages and difficulties of the EPC project led by the designing institute,summarizes and proposes a total of nine categories of risks faced by the designing institute including policies and regulations,environmental system,economy and finance,technology,management,design,construction,contract,subcontracting and procurement.It establishes a fuzzy comprehensive evaluation mode based on analytical hierarchy process to evaluate the project risk.Based on the actual cases,it puts forward the countermeasures to specific risk events and the suggestions to improve the risk management of EPC projects of the designing institute so that the designing institute can develop its strengths and circumvent its weaknesses when leading the implementation of EPC projects in the future.This study provides reference for other similar designing institutes to carry out EPC projects in terms of risk management.
