Study On The Evaluation And Optimization Strategy Of Human Settlements In The Water Source Area Of The Middle Route Of South To North Water Diversion Project

The South-to-North Water Diversion Project is a grand project attracting national attention.The water storage and diversion route of the middle route,which has the longest span,the largest area of submerged land and the widest scope of influence,has caused more than469,000 residents in Henan and Hubei provinces to move away from their hometown.The huge number of migrants makes the construction of resettlement sites a key issue in the middle route of the South-to-North Water Diversion Project.The resettlement project of immigrants is an extremely complex and difficult systematic project,which needs the economic support and high-level scientific guidance from the government,and the implementation of the immigration policy.At the same time,the construction of the settlement environment directly affects the daily production and life of the immigrants and other practical livelihood issues.Line of south-to-north water transfer project in this background,this paper study the ancient water source of resettlement residential environment construction,through the construction of resettlement residential environment evaluation system for the water source of south-to-north water transfer project irrigation system of various kinds of evaluate the status quo of the resettlement residential environment,put forward the optimization strategy,so as to the present,the water source of south-to-north water transfer project irrigation system of resettlement residential environment beneficial references for optimization.This article selects the resettlement of irrigation in the water source of south-to-north water transfer project as the research object,through its development status,the feeding water source of resettlement in accordance with the spatial distribution characteristics as a new type of resettlement,depends on the type of resettlement,the local community of resettlement after three categories,and rationality analysis based on spatial layout and residential environment satisfaction evaluation to build the water source of south-to-north water diversion irrigation system of resettlement residential environment evaluation system.Then,the evaluation system was used to evaluate three typical resettlement sites,to explore the differences in human settlement environment construction of various resettlement sites in the study area and the main influencing factors,and to put forward various strategies to optimize the human settlement environment of the resettlement sites in the headwater source of the South-to-North Water Transfer Project.This article main research conclusion is mainly:(1)by comparing the based on spatial layout of resettlement residential environment on the rationality of evaluation result and residents from a subjective point of view of human settlement environment satisfaction evaluation results found that two types of evaluation in the ecological environment and infrastructure(excluding road system scores)index score converged,the living quality and the public service the larger difference in score each index;(2)Tthe human settlement environment evaluation results of different kinds of resettlement sites vary greatly.From the perspective of spatial layout rationality evaluation results,the newly-built immigrant resettlement sites > community type immigrant resettlement sites > backward-type immigrant resettlement sites;According to the per capita environmental satisfaction evaluation results,the community-type migrant resettlement sites >the new-built immigrant resettlement sites > backward-type immigrant resettlement sites.(3)According to the scores of spatial layout rationality evaluation and human settlement environment satisfaction evaluation,the newly built resettlement sites score higher in housing quality,infrastructure and social governance,while their weaknesses are in economic development and cultural inheritance;Rank resettlement sites score high in ecological environment and infrastructure,but poor in housing quality,public services and social governance.The ecological environment score of the community-oriented migrant resettlement is normal,and the scores of economic development,housing quality,infrastructure,public service and social governance are excellent,but there are obvious shortcomings in cultural inheritance.(4)by comparing the two kinds of evaluation results based on the different point of view,in this paper,all kinds of resettlement residential environment construction situation made a concrete analysis,Suggestions for different classes of resettlement to adjust measures to local conditions,increase financial input,play a main role of resettlement residents,locating weak residential environment construction,realize the equalization of human settlement environment development,promote rural development strategy and the advancement of new type of urbanization in the resettlement area.
