With the continuous deepening of the reform and opening up process,China’s construction industry has experienced a low starting point and fast development process.The scale of the industry has continued to expand,and the pillar status of the national economy has become increasingly prominent.However,in the process of high-speed development,the construction enterprises in China have implemented the "extensive" business development concept for a long time,resulting in the phenomenon of emphasizing scale,neglecting sustainable development,stressing performance,and ignoring balanced development.China State Construction Engineering Corp(hereinafter referred to as "CSCEC")is a leader in China’s construction industry,but it entered the infrastructure business field late.Although it has made great strides in infrastructure business through increasing resource investment in recent years,the core competitiveness of competing with traditional infrastructure central enterprises has not yet been cultivated.To fundamentally improve the market competitiveness of the infrastructure field and help enterprises develop,transform and upgrade,it is necessary to conduct a comprehensive analysis and research on their infrastructure business operation strategy.This paper selects CSCEC infrastructure business operation strategy as the research object.Firstly,through literature review,the concept of business operation strategy and its research tools are clarified,and the research status at home and abroad is sorted out.Secondly,the PEST Analysis is used to analyze the external macro environment,the Michael Porter’s Five Forces Model is used to analyze the external competitive environment,and so does the internal environment of CSCEC.Thirdly,on the basis of the above analysis,the SWOT Analysis is used to analyze the internal and external environment of China’s construction infrastructure business operation strategy,and put forward the growth and diversification of the infrastructure business operation strategy and the differentiation as the main,low cost as the supplement market competition strategy.Finally,this paper proposes the safeguard measures for the implementation of CSCEC infrastructure business operation strategy in terms of human resources,financial management,investment management,etc.According to the existing research,the research on the infrastructure business operation strategy of specific enterprises in China’s construction industry is relatively insufficient,and the research on the leading enterprises of the central construction enterprises is much rarer.Based on the systematic analysis and research on the operation strategy of China’s construction infrastructure business,the world’s largest investment and construction group,this paper can be of reference significance for the next step of the infrastructure business operation strategy research and selection of CSCEC.It has certain reference value for the operation strategy research of the same industry’s construction central enterprises and large-scale provincial construction enterprises.
