In recent years,many air traffic control departments have actively promoted the reform of the internal performance management system and have achieved certain results.However,there are still some problems in the implementation of the new system,which have formed a restraint on the improvement of the internal management efficiency of the air traffic control department.,How to optimize and adjust the performance management system in a scientific and reasonable way has become the focus of attention in reality,and it is also one of the hot topics of current academic research.The research in this paper selects the air traffic control station in W city as a case for analysis,hoping to provide ideas for the unit to optimize performance management,and to provide inspiration for other institutions with similar characteristics to improve performance management.In the process of research,this article conducted interviews with employees of various departments and levels of the air traffic control station in W city.At the same time,it conducted a questionnaire survey on the performance management implementation of the unit.Comprehensive various first-hand data found that the current performance management process of the air traffic control station There are four main problems in the process: First,the performance management process is not standardized,which is mainly manifested in the lack of performance management related training,the performance management process is too complicated,and the performance management lacks communication links;the second is the unreasonable setting of performance appraisal indicators,which is mainly manifested as evaluation indicators Excessive quantity,insufficient focus of evaluation indicators,and insufficient degree of individualization of performance evaluation indicators;third,performance evaluation methods are unscientific,mainly manifested in the single performance evaluation method,the performance statistics process is prone to errors,and the focus of performance evaluation content is not reasonable enough;Four performance management results lack effectiveness,which is mainly manifested in the insignificant incentive effect of performance appraisal results and the lack of fairness in performance appraisal results.In response to the above problems,this article puts forward four improvement suggestions: one is to strengthen the standardization of the performance management process,including the establishment of a sound performance management training mechanism,standardizing the performance management process,and strengthening performance management communication.The index system mainly includes optimizing performance management index settings and increasing the level of individualization of departmental performance indicators;third,scientifically improving performance management evaluation methods,including more diversified performance evaluation methods,using information technology to carry out performance management,and weakening process evaluation And strengthen the effect management;the fourth is to improve the effectiveness of performance management results,mainly including strengthening the use of performance management results,fully reflecting the fairness of performance management.Among them,in terms of optimizing the setting of performance management indicators,this article specially launched a questionnaire survey.There are 67 survey indicators,62 of which are the existing performance management indicators of the air traffic control station in W city,and 5 are new indicators.The survey found that 56 The indicators are highly recognized,for employment training,government information,essays,smart party building,cultural and sports activities,various party(league)branches and sub-union,work committee activities,association activities,experience exchanges,respect for parents,charitable actions,positions The 11 indicators,including the implementation of the letter of responsibility,are generally believed to have some problems in actual operation or are not related to personal performance improvement.It is recommended to remove them.
