Abstract/Summary:
The "Belt and Road" initiative is an important measure for China to actively seek international cooperation,promote global common prosperity,and bring peace and development to the world.As an important part of the "Belt and Road" initiative,the "21st Century Maritime Silk Road" not only plays a role in promoting the dual development of China’s marine economy and diplomacy,but also in promoting the global development in the field of maritime industry.However,in the context of the current global political and economic turbulence and the occurrence of extreme natural disasters,maritime transportation systems are often threatened and impacted by manmade and natural disasters.The safety of the maritime transportation system is directly related to the stability of the countries along the "Maritime Silk Road".Therefore,this paper focuses on the container transportation system of the Maritime Silk Road,builds the shipping network of the Maritime Silk Road,and conducts in-depth research on the assessment of the resilience of the maritime transportation system.Specifically,the main content of this article includes:(1)Analysis of the topological characteristics of the shipping network of the Maritime Silk Road.This article collects information of ports and liner service of some world’s top shipping companies,selects information of ports and target shipping routes that belong to the countries along the "Maritime Silk Road",and constructs the shipping network of the Maritime Silk Road.Based on the complex network theory,the topological characteristics of the shipping network are analyzed to reveal the basic structure and macro attributes of the shipping network.(2)Vulnerability analysis of the shipping network of the Maritime Silk Road.This paper takes the connectivity of the overall network as an indicator to study the changing trend of the eigenvalue of the shipping network under random and deliberate attacks in order to reveal the vulnerability of the shipping network.The major ports that have the greatest impact on the shipping network are sorted out according to their influence on the vulnerability of the shipping network.(3)Recoverability analysis of the shipping network of the Maritime Silk Road.In this part,we study the recoverability of the Maritime Silk Road shipping network by comparing the changes of the global network efficiency of shipping networks when using different recovery strategies.Taking shortening the recovery time of the shipping network as a goal,the factors that affect the recovery time of the shipping network are finally determined.(4)Evaluation of the resilience of the maritime Silk Road shipping network.From the perspective of the network structure,a resilience quantification model is built based on the concept of the resilience triangle and the resilience performance curve.From the perspective of operations,the model of operating profit losses of ports during the disaster is constructed.This paper comprehensively considers the structural resilience index of the shipping network and the losses of operating profit,and proposes a resilience-cost model to evaluate the resilience of the shipping network of the Maritime Silk Road.A case study of the shipping network under storm disasters is conducted and the accordingly,some countermeasures and suggestions are put forward to deal with the impact of the disaster.
