The 19 th National Congress of the Communist Party of China further pointed out the development direction of water transport in China in the new era,put forward the new strategic mission of strengthening the country by water transport,and focused on building the golden waterway in the whole Yangtze River Basin.In order to fulfill this mission and support the construction of a modern and powerful country,the development of the Yangtze River’s inland waterway transportation is required to focus on supporting the construction of the “One Belt,One Road” and the construction of inland river golden waterways.Based on this background,this dissertation studies the modernization and development of inland waterways,and measures and evaluates its modernization level.The main research work is as follows:Firstly,starting from the connotation of the modernization of inland waterways,the characteristics of modernization of domestic waterways in China in the new period are analyzed,and the development of modernization of domestic waterways in China in the new period is revealed: smooth,efficient,safe,intelligent,green,and humanistic.Secondly,from the factors of inland waterway throughput,inland waterway capacity,and channel size,the relationship between the inland waterway capacity and the channel’s flowability is analyzed and analyzed;demand analysis is performed on the inland waterway service level,and efficient waterways,safe channels,intelligent waterways,Development ideas for the construction of green waterways and humanistic waterways.Then,according to the development direction of inland waterway modernization,and in accordance with the scientific,systematic,representative and operable evaluation index selection principles,an inland river with 19 indicators of six categories,including smooth,efficient,safe,intelligent,green,and humanistic,was constructed.The channel modernization evaluation index system proposes specific measurement methods and evaluation standards for each index.AHP-Entropy weight method was selected to weight the indicators,and an evaluation model of inland waterway modernization level based on fuzzy comprehensive evaluation was established.Finally,taking the J section of the Yangtze River as an example to conduct an empirical study,the development status and development trend of the channel in this section are analyzed,and the evaluation indicators of its modernization level are measured and calculated.The fuzzy comprehensive evaluation model based on the AHP-Entropy weight method is used to evaluate the modernization level of the J section of the navigation channel,and corresponding improvement measures and suggestions are proposed based on the evaluation results.This dissertation gives the definition of waterway modernization in the new era,provides a new evaluation index system for the development of inland waterway modernization,and provides a new way to measure waterway smoothness.The empirical study also shows that the index system and evaluation method have rationality and application prospects.Under the background of a new era of powerful transportation and waterway transport,it enriches the relevant research in the field of waterway construction,provides certain reference and reference for the development of inland waterway in China,and is conducive to the development of inland waterway modernization and further promoting the construction of golden waterway.
