Research On The Reconstruction Strategy Of Old Communities Based On The Concept Of Joint Creation

Since it was proposed in 2010,it has been practiced for nearly ten years in China.Joint creation is a beneficial attempt and active exploration of the combination of urban and rural planning and social governance in China.Since China’s urban development has entered a new historical stage,urban renewal has become an important part of urban construction.At the same time in the 14 th Five-Year Report clearly pointed out:“comprehensively open a new starting point for the construction of a modern socialist country,pay attention to the improvement of the effectiveness of national governance,social governance,especially grass-roots governance level as the focus of the development of the modernization of governance level,open up a new realm of‘Chinese governance’ at the grass-roots level.”As an important part of the current urban residential area in China,the old residential area is an important work content and category of the current urban renewal.The transformation of the old community has been carried out for several years,and the transformation is mainly at the engineering and technical level with relatively perfect technical means.However,how to effectively integrate into the social governance and build an effective grass-roots social governance system with the renewal and transformation of the old community is an urgent problem that needs to be solved in the renewal of the old community in our country.The first two chapters of this paper mainly introduce the concept of joint creation and the related concepts of the reconstruction of old residential areas,summarize and sort out the development history of residential areas in China,as well as the current problems faced by the reconstruction of old residential areas,and put forward the application of the concept of joint creation to solve the governance problems of old community.The third and fourth chapters give a detailed overview of the whole process of the transformation of the old community in Xi’an District Chang’an by applying the concept of joint creation,and sort out the practical model of joint creation in Chang’an District,and summarize the advantages and disadvantages of the action methods in Chang’an District.In the fifth chapter,an action frame of joint creation with a program and a three-step process is established.According to the process,the optimization strategy of joint creation applicable to the old community is proposed.Study to provincial and jointly create a demonstration project – Xi’an District Chang’an old community renovation,through to the project construction process records,and inductive problem of mining,and to try in different types of old community to innovate jointly created idea of application of Chang’an district jointly created is summarized in the old area results in the practice and improve.Furthermore,the transformation strategy of the old community under the concept of jointly created is proposed.It is suggested that the old community should be divided according to its own personnel and space characteristics in the implementation according to the work flow before,during and after the event.On the basis of the principle of co-construction,cogovernance and sharing,the paper puts forward clear work focus and implementation strategy respectively in each stage of joint creation in the old community.
