Research On The Standardization Of Contract Management Of Public Hospital Construction Projects

The "Opinions of the General Office of the State Council on Strengthening the Performance Appraisal of Tertiary Public Hospitals"(Guobanfa [2019] No.4)clearly put forward the opinions of "promoting the construction of a modern hospital management system".In the course of practice,strengthening the "refined" and "standardized" level of hospital construction project contract management is one of the important contents of implementing the "modern hospital management system".However,on the one hand,hospital construction projects have the coexistence of complex and trivial,coexistence of high-quality requirements and short construction period,complex administrative approval procedures and high requirements for continuity of the construction process.The particularity of hospital construction projects has caused difficulties and interruptions in contract management On the other hand,people began to study contract management issues from the perspective of project management.The issue of contract management originated in the mid-1980 s.However,the issue of contract management for hospital construction projects has only attracted scholars’ attention in recent years.The theor RCical research on this aspect is relatively weak.Therefore,this article selects the standardization problem of public hospital construction project contract management to conduct research,which has strong theor RCical significance and practical value.In recent years,my country’s medical and health undertakings have developed vigorously,and related contract management has received great attention from Chinese scholars,and has become an important part of the economic management of medical and health institutions.On the one hand,patients are paying more and more attention to safe,fast,and high-quality medical services,and the medical and health industry has also paid attention to its importance,and has actively created a b RCter diagnosis and treatment environment.Various contracts signed in accordance with the law have appeared;In the field of medical and health care,there is a widespread phenomenon of emphasizing medical care over management.The weak contract management awareness is one of the outstanding manifestations.At the same time,the lack of contract supervision and implementation is the main reason for contract disputes.From the overall view of the medical and health industry,the standardization of contract management needs to be further strengthened to safeguard the legitimate rights and interests of the medical industry.Based on the current research status at home and abroad,this article first defines the basic concepts of hospitals,projects,contracts,and contract management,and elaborates their main contents and characteristics;secondly,analyzes the current status and deficiencies of public hospital construction projects.And combined with theor RCical analysis of the causes of the problem;finally,the contract management of RC hospitals is selected for example analysis,and specific countermeasures and suggestions are put forward for promoting the standardization of contract management in my country.
