At present,urban shrinkage has become a “new challenge” for China’s new urbanization strategy,which has attracted the great attention of government departments in China.As a typical shrinking city in China,resource-exhausted cities have complex and diverse problems such as aging population,declining leading industries,deteriorating living environment,and sharp contradiction between human and land.Especially,after 2014,with China’s economic development entering the“New Normal”,the change of external market demand and the transformation of economic growth momentum have led to the increasing loss of competitive advantages of traditional industries,the development of resource-exhausted cities has become more and more difficult,the resource-exhausted cities have become the urgent need for shrinking urban governance in China.Therefore,to clarify the characteristics and formation mechanism of shrinking resource-exhausted cities,and to explore the transformation path and regulation measures of resource-exhausted shrinking cities become theoretical and practical problems that urban geography and city and countryside planning need to solve urgently for the major strategic needs of the country.The paper takes resource-exhausted cities in northeast China as the research object,studies the evolution characteristics and differences of population shrinkage,economic relative shrinkage and construction land development intensity of resource cities in the forest industry,coal industry,oil industry and iron ore industry.Based on a combination of demographic,economic,and land-use change relationships.Classifies the types of resource-exhausted shrinking cities,explores the influencing factors of shrinking resource-exhausted cities and the formation mechanism of different functional types of shrinking cities,and then to propose development goals,transformation paths and regulatory measures for resource-exhausted cities in Northeast China.The aim is to deepen the theory of transformation of resource-exhausted cities in China and to provide typological research results for the study of shrinking cities in China.In practice,it provides scientific basis for coordinating the “human-land relationship” in resource-exhausted cities and promoting “high-quality” development of resource-exhausted cities.The paper consists of five chapters.Chapter 1 Introduction.The chapter analyzes the global spreading trend of shrinking cities,the inevitability of shrinking resource-exhausted cities,and the subjectivity of Northeast resource-exhausted cities in China’s shrinking cities and the urgency of shrinkage governance from a global-local perspective;it introduces the research content,theoretical and practical research significance and technical line of the thesis.Chapter 2: Relevant theoretical foundation and literature review.This chapter defines the concepts of resource-exhausted cities and shrinking cities,sorts out the relevant basic theories of urban shrinkage development such as urban life cycle,industrial transformation and smart shrinkage,summarizes the current situation of shrinking cities research at home and abroad,summarizes the research progress of resource-based city transformation,and puts forward the entry point of the thesis research.Chapter 3: Characteristics of shrinking resource-exhausted cities in Northeast China.This chapter explores the characteristics and differences of population contraction,economic decline,and land expansion of various types of resource-exhausted cities in Northeast China based on urban functions;and identifies the types and evolutionary trends of resource-exhausted contraction in Northeast China based on population contraction,relative economic contraction,and land expansion intensity.Chapter 4: Formation mechanism of shrinkage of resource-exhausted cities in Northeast China.This chapter summarizes the influencing factors of shrinkage of resource-exhausted cities in Northeast China in terms of central location agglomeration effect,natural population growth,industrial structure relevance,matching degree of industrial development and market demand,and supporting degree of public service facilities;Moreover,the relevant index system is selected and the dominant influencing factors of population shrinkage in resource-exhausted cities of different functional types are identified by using geographic detectors.Chapter 5: Control Measures for Shrinking resource-exhausted Cities in Northeast China.Through the analysis of national strategies such as “high-quality development”,“Northeast revitalization” and “sustainable development of resource-exhausted cities”.Combining the governance experiences of shrinking cities in Europe and America.This chapter explores the economy and industry,society and environment,spatial transformation goals of resource-exhausted cities in Northeast China,and proposes regulatory measures for shrinking resource-exhausted cities in Northeast China.
